Essential Functions

35% 1. Under general direction, serves as the Application Developer for the Department of Innovation & Technology (DoIT) supporting Illinois Department of Public Health (IDPH):
• Performs complex and specialized development and analysis functions.
• Develops Project Plans, System Diagrams, Program Design Specifications, Audit Trails, Control Procedures and the coding and testing of computer programs and systems utilizing DevOps, JAVA Web Applications, Object Oriented Programming techniques, JAVA application development tools, .NET framework with Visual Basic, IBM Rational Application Developer and software development methodology tools, JavaScript, C#.NET, Team Foundation Server, SQL Server, IBM DB2, and Business Intelligence Tools.
• Adapts and applies general policies or procedures along with new methods devised to meet frequently changing and new requirements.
• Interprets data and/or procedural applications to address problems and situations that are not clearly defined.

25% 2. Consults with user representatives to develop information technology solutions to existing or prospective applications of normal complexity:
• Performs feasibility studies to determine the practicality of revising existing systems or developing new systems of normal complexity.
• Troubleshoots all application issues that arise.

Essential Functions Continued

20% 3. Creates and modifies the requirements and design documents:
• Creates specification, procedures, record and report formats and forms layout for applications of normal complexity.
• Participates in the creation of logical data designs.

10% 4. Develops and coordinates training for staff on the use of the computer programs and software for the projects deployed.

5% 5. Keeps abreast of new developments in the Information Technology field:
• Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
• Attends demonstrations and exhibitions related to assigned operations.

5% 6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
2. Requires one (1) year of professional experience in Application Services or a related Information Technology field.

Specialized Skills

  1. Requires one (1) year professional application development experience developing JAVA Web Applications that are utilizing basis frameworks.
  2. Requires one (1) year professional experience working with Object Oriented Programming techniques, JAVA application development tools, specifically IBM Rational Application Developer and software development methodology tools, JavaScript.
  3. Requires one (1) year professional experience working with .NET framework with Visual Basic , C# and Team Foundation Server.
  4. Requires one (1) year professional experience working with SQL Server, IBM DB2, and Business Intelligence Tools such as Business Objects.

Preferred Qualifications (In Order of Significance)

1. One (1) year professional application development experience developing JAVA Web Applications that are utilizing basis frameworks.
2. One (1) year professional experience working with Object Oriented Programming techniques, JAVA application development tools, specifically IBM Rational Application Developer and software development methodology tools, JavaScript.
3. One (1) year professional experience working with .NET framework with Visual Basic, C# and Team Foundation Server.
4. One (1) year professional experience working with SQL Server, IBM DB2, Business Intelligence Tools such as Business Objects.
5. Extensive knowledge of the methods, procedures, and techniques of conducting feasibility studies for system conversions and enhancements.
6. Ability to analyze data logically and exercise sound judgment in designing and evaluation problems of an operational or procedural nature.
7. Ability to coordinate the activities of work associates to achieve desired results.
8. Developed verbal and written communication skills to present technical information to others with clarity and precision.
