Position Overview

The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as a Quarterly Census of Employment & Wages Analyst. The QCEW program is a Federal-State data cooperative charged with the collection, verification, and publication of a quarterly count of employment and wages for more than 95% of U.S. jobs, providing a vital benchmark for other Illinois and federal programs. Responsibilities include the analysis, interpretation, review and coding of worksite records, univariate statistical analysis on data variances, and correction of erroneous data based on telephone follow-up with employers and other best practices. This position provides a great opportunity for someone who has a strong knowledge of statistical techniques and is dedicated to determining the validity and accuracy of data. The ideal candidate for this position will have experience performing statistical analysis of data variances and resolving data inaccuracies in accordance with federal reporting requirements. Essential Functions

1. Under direct supervision, serves as a Quarterly Census of Employment & Wages (QCEW) Analyst for the Illinois Department of Employment Security (IDES)

2. Assists in determining the accuracy and validity of reported employment and wage information, including but not limited to industry, area and auxiliary status codes, to meet U.S. Bureau of Labor Statistics (BLS) reporting requirements, including but not limited to Multiple Worksite Report (MWR) requirements

3. Analyzes and interprets private and government employer information, classifying information by geographic area and type of business activity

4. Confers with supervisor to determine assignment of coding and data input duties

5. Establishes and maintains records on worksite employers for data including but not limited to employment and wages, area and industry codes for each worksite

6. Keeps abreast of U.S. Bureau of Labor Statistics (BLS) Quarterly Census of Employment & Wages (QCEW) program policies, requirements and best practices

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with courses in statistics, computer science, mathematics, economics and related fields

Preferred Qualifications (In Order of Significance)

1. Possession of a bachelor’s degree in economics, statistics, mathematics or a closely related field with at least 18 semester hours in economics and/or statistics
2. Basic or intermediate proficiency in Microsoft Excel
3. One (1) year of professional experience collecting data or information from individuals or employers by phone
4. Professional experience communicating with diverse audiences through both written and oral communication to explain and present policies and technical information

Conditions of Employment

1. Requires an Illinois State Police background check and self-disclosure of any criminal history.
2. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
3. This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
4. Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
