The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as Administrative Accounting Manager. Responsibilities include planning, developing and managing all activities related to payroll, postal accounting and inventory control, non-personal services expenditure control, equipment control and cash management as well as formulating policies to ensure best practice accounting controls over all agency payables and receivables. This position provides a great opportunity for someone who has a strong knowledge of state and federal guidelines pertaining to grant expenditures, particularly as they relate to payroll and vendor payments. The ideal candidate for this position will have extensive experience working with government accounting systems and procedures to meet federal reporting requirements and experience supervising a team of subordinate accounting staff. 1. Subject to administrative approval, serves as Administrative Accounting Manager for the Illinois Department of Employment Security (IDES)
2. Plans, directs, and organizes the cash management of the agency, including but not limited to the draws for the payment of benefits and for administrative expenditures from various federal and state grants in accordance with Cash Management Improvement Act (CMIA) regulations
3. Coordinates and oversees accounting operations for all agency payables, cash funding, expenditures and fixed assets
4. Directs accounting services for the Fixed Asset Inventory System to ensure integrity of the agency’s fixed asset accounting system and to meet federal funding requirements
5. Serves as full-line supervisor
6. Serves as a liaison to internal and external parties in matters related to Administrative Accounting
7. Keeps abreast of new developments relevant to agency accounting systems and services, including but not limited to federal, state and/or local laws, rules and regulations as they apply to payables, cash funding, expenditures and fixed assets
8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in accounting, budget, finance or a related field
2. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in accounting, budget, finance or a related field in a public or business organization
1. Four (4) years of managerial experience in an accounting program, including developing long-term goals and objectives, training subordinate staff, and conducting performance evaluations
2. Possession of a Master’s degree or Master of Business Administration (MBA) in accounting, finance or a related field
3. Possession of a Certified Public Accountant (CPA) license
4. Three (3) years of experience using SAP or a comparable enterprise wide accounting system to pay vendors and issue payroll
5. Intermediate or advanced proficiency in Microsoft Excel
6. Basic proficiency in Microsoft Office Suite products, including Outlook, Word, PowerPoint and Excel
1. Requires an Illinois State Police background check and self-disclosure of any criminal history.
2. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
3. This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
4. Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
