POSITION SUMMARY

The Illinois Department of Central Management Services (CMS) is seeking to bring aboard an efficient, highly skilled, and detailed oriented candidate to serve as the Assistant Finance Officer with the Bureau of Benefits (BoB). This position works in concert with the Benefits Finance Officer to develop and implement statewide benefits budgets, acts on behalf of the BoB Finance Officer, coordinates Bureau-wide and multi-divisional fiscal activities and initiatives. Other duties include but are not limited independently managing bill analysis for several BoB programs. All are encouraged to apply!

POSITION ESSENTIAL FUNCTIONS

  • Under general direction of the Benefits Finance Officer and functional direction of CMS’ Chief Financial Officer, serves as the Assistant Benefits Finance Officer for the Statewide Benefits Programs.
  • Formulates statewide Benefits Program budgets to Governor's Office of Management and Budget (GOMB) in coordination with the Benefits Finance Officer.
  • Serves as an Agency spokesperson on assigned healthcare budgets and confers with the Benefits Finance Officer to coordinate agency responses on complex communications.
  • Provides analysis of new Agency and Governor's Office initiatives related to the Benefits Program budgets using complex modeling tools and programs working in coordination with the Benefits Finance Officer.
  • Manages bill analyses concerning legislation affecting the Benefits Program budgets and confers with the Benefits Finance Officer to recommend responses and receive direction.
  • Represents the Benefits Finance Officer in executive and legislative meetings, trainings, conferences, and on other internal/external communications.
  • Performs other duties as required or assigned, which are reasonably with the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with extensive coursework in accounting and/or finance.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a healthcare/employee benefits service organization.

PREFERRED QUALIFICATIONS

  • Prefers extensive knowledge of managing state government appropriations, spending, and budgets.
  • Prefers extensive knowledge of analyzing and projecting revenues, costs, liability trends.
  • Prefers extensive knowledge in the use of Microsoft Excel and data management.
  • Prefers working knowledge of rate-setting and cost-allocation.

CONDITIONS OF EMPLOYMENT

  • This position requires the applicant to pass a background check.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends. This also requires the ability to work in a 24 hour ‘on call’ capacity.
  • Requires a valid driver’s license and the ability to travel, with overnight stays as appropriate.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires use of agency supplied equipment (i.e., mobile phone, laptop, etc.)
