Position Overview

The Division of Rehabilitation Services (DRS) is the state’s lead agency serving people with disabilities committed to diversity, equity, inclusion, accessibility, and racial justice. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education, and independent living. This position is the Budget and Contract Specialist for the Business Enterprise Program for the Blind responsible for the procurement and management of contractual agreements and development of the budget for this program. The Division of Rehabilitation of Services is seeking to hire a dynamic and detail-oriented Budget and Contract Specialist with strong leadership and communication skills for this position.

Job Responsibilities

  1. Serves as the statewide Budget and Contract Specialist for the Business Enterprise Program for the Blind (BEPB).
  2. Manages the receipt and validation of program income generated through the Randolph-Sheppard Act.
  3. Prepares detailed financial reports, required federal reports, statistical reports, and graphs, extracting financial data from the accounting system.
  4. Develops, manages, and maintains the BEPB tracking database which includes information for vending program businesses, blind vendors, and ancillary facility employees.
  5. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  2. Requires two (2) years of responsible administrative experience in a public or business organization.

SPECIALIZED SKILLS:

  1. Of the two (2) years of experience, requires two years of experience in procurement methods and the development, implementation including but not limited to requests for proposals, invitation to bid, small purchases, and sole source vendors and the administration of contracts and in the use of accounting systems including the payment coding structure, components, value, and purpose.

Preferred Qualifications

  1. Two (2) years of professional experience with contract procurement methods including but not limited to requests for proposals, invitation to bid, small purchases, and sole source vendors, the administration of contracts and in the use of accounting systems including the payment coding structure, components, value, and purpose.
  2. Two (2) years of professional experience with development, execution, and monitoring of contracts including but not limited to orders against a master contract.
  3. Two (2) years of professional experience managing and monitoring receipts and expenditures in a public or private accounting system.
  4. Two (2) years of professional experience analyzing data and preparing complex financial and/or budget reports.
  5. One (1) year of professional experience working with federal statutes related to rehabilitation grants and Title I programs including but not limited to the Rehabilitation Act and amendments, the Social Security Act, the Americans with Disabilities Act, the Workforce Innovation and Opportunities Act and the Randolph-Sheppard Act. 
  6. One (1) year of professional experience interacting with and communicating clearly and tactfully with a wide range of individuals that include vendors, customers, state agency officials, legislators, internal and external stakeholders, and public.

  2. Requires basic proficiency in Microsoft Outlook, Access, Excel, and Word.
