Essential Functions

20% Under administrative direction, serves as a Database Administrator for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Human Services (DHS): 

  • Performs complex professional and advisory database administration functions for the IL Department of Innovation & Technology Department of Human Services (DHS). 
  • Serves as project leader for specific systems and tasks. 
  • Coordinates the workload of less experienced staff. 
  • Verifies the development and completion of all required forms, documentation, and procedures confirming implementation and production of the systems.
  • Prepares user guidelines, operational manuals, and systems documentation. 

20% Reviews and analyzes system requirements, feasibility studies, joint application design sessions, development of written recommendations and preparing presentations on issues for management:

  • Evaluates test results to determine conformance to desired system objectives.
  • Evaluates and diagnoses database/systems issues and coordinates efforts to resolve. 
  • Conducts large complex database/systems software tuning and performance to maintain and/or improve overall performance of the program applications.
  • Confers with manager to verify activities are consistent with department priorities. 

15% Coordinates the activities of the DoIT/DHS program databases, including, but not limited to DB2 on AIX and SQL server:

  • Conducts complex analyses of program applications, database/system software tuning and performance to maintain and/or improve overall performance of the program applications.
  • Confers with manager to verify activities are consistent with department priorities. 

Essential Functions (cont.)

15% Consults with user and staff regarding system code modifications:

  • Assists in determining solutions to problems and prepares recommendations and impact statements for project management.
  • Coordinates the implementation of the changes.
  • Utilizes Relational Database Management Software to conduct database/system software implementation activities related to the interface functions between applications and the database/system software. 

10% Conducts analysis of data and processes supporting departmental activities and program: 

  • Designs or implements data architecture using data modeling software and implements that design with DB2 software. 
  • Utilizes Data Replication Center Software to maintain the relational database model which fits the strategic goals of the business and department as related to an integrated data architecture. 

5% Performs extensive maintenance of large and complex department-developed software in the most efficient operating environment possible: 

  • Tests and analyzes the interactions between backend software products such as DB2 and ADC.
  • Writes, debugs, tests and documents new programs or updates existing programs using Relational Database Management Software. 

5% Prepares written and or graphical reports depicting the development progress as requested by DoIT/DHS management. 

5% Keeps abreast of new developments in the Information Technology field: 

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. 
  • Attends demonstrations and exhibitions related to assigned operations. 

5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to four (4) years college with course work in computer science or directly related field. 
  2. Requires three (3) years of professional experience Application Services or a related Information Technology Field. 

Specialized Skills

  1. Requires three (3) years of experience performing database administration utilizing DB2 on AIX and SQL server relational database software, mainframe and midrange platforms, and relational database management systems.

Preferred Qualifications

  1. Three (3) years of experience performing database administration utilizing DB2 on AIX and SQL server relational database software, mainframe and midrange platforms, and relational database management systems. 
  2. Three (3) years of experience performing maintenance of large and complex department-developed software including testing and documentation. 
  3. Extensive experience performing in-depth studies and analysis of client needs and objectives and to determine feasibility of changing current operations, applications and/or automating operations into database systems to improve the effectiveness of these systems.
  4. Developed verbal and written communication skills to present information to others with clarity and precision. 
  5. Ability to analyze and diagnose system issues and coordinate efforts to resolve. 
  6. Ability to coordinate the activities of teams to achieve desired results. 
  7. Ability to maintain satisfactory working relationships with others.
