Essential Functions

1.Under general direction, performs a variety of specialized paraprofessional human resource functions in the Division of Land Management:
•Provides technical information on the development and completion of personnel action requests forms, posting notices, hiring criteria, and interview questions/answers.
•Responds and reviews any daily emails regarding job postings from external or internal candidates.
•Maintains personnel files, assuring accuracy of order and completion.
•Responds to management, employees, and the public regarding routine personnel related questions, following department policies and procedures.

2.Supports the seasonal Conservation Worker program:
•Collects and organizes man month information from all sites.
•Tracks evaluations and contact information for rehires.
•Communicates with candidates for background documents and other pre-hire documentation.
• Assists HR with background checks and tracking log.
• Follows up with Site Superintendents for callout responses.
• Verifies new hire and termination documents for completion and accuracy, forwarding to Transactions team.

3. Enters new hire and termination data for staff into Access for division use:
• Reviews new hire documents for completion and accuracy.
• Establishes and maintains tracking for secondary employment within Division, forwarding to Transactions.
• Tracks CDL and driver’s license, and pesticide licenses to maintain compliance.
• Disseminates information about required trainings and follows up to ensure completion by field staff.

4. Reviews evaluations received to assure accuracy and completion with appropriate signatures obtained and completed:
• Files evaluations in proper personnel files
• Sends signed copies to appropriate staff.
• Notifies appropriate management staff of upcoming evaluations that are due.
• Follows up with appropriate management staff to assure timeliness of completion of evaluations.

5. Serves as back-up timekeeper for the Division:
• Meets with and supports area timekeepers to resolve outstanding time issues, including incorrect or no entries.
• Advises on the use of timekeeping codes on entries.
• Creates and assigns employees on appropriate timekeeping schedules in the online database.
• Establishes and maintains file system for staff attendance reports, resignations, and retirements.
• Collects and tracks timesheets twice yearly, obtaining missing documents.
• Collects, collates, and files completed annual work schedules for division.

6. Processes Volunteer and Campground Host applications:
• Receives and processes all applications from sites.
• Submits background checks from applicants.
• Gathers and provides information to payroll for campground hosts.
• Keyboards applications into database of all hosts.

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualification

1. Requires knowledge, skill, and mental development equivalent to completion of two years of college or satisfactory completion of an approved training program.

2. Requires the ability to keyboard accurately at 30 wpm.

Preferred Qualifications

1. Prefers two (2) years of extensive knowledge of office practices and procedures
2. Prefers two (2) year of working knowledge of human resources programs, rules, and regulations
3. Prefers two (2) year of experience operating commonly used office equipment, systems, and software
4. Prefers two (2) years of experience keyboarding accurately
5. Prefers two (2) year of experience in following written and oral instructions

Office of Land Management

The Office of Land Management (OLM) oversees nearly 400 individual parcels of land and institutes a wide variety of programs and activities advocating outdoor recreation through sustainable use, conservation, and preservation. The Historic Sites Division of the Office of Land Management oversees 57 Historic Sites, Monuments, and Memorials. OLM facilitates activities from small group interpretive programming at Historical Sites, to hiking, hunting, fishing, boating, and camping.
