This is a remote work position, but candidate may choose to work at ICJIA’s downtown Chicago office during the agency’s regular business hours Monday thru Friday (8:30 A.M. - 5:00 P.M.) pending availability.
This is a full-time position. The selected candidate must work 37.5 hours per week. The selected candidate will start as soon as possible.

The Illinois Department of Human Services has contracted with the Illinois Criminal Justice Information Authority (ICJIA) to conduct an evaluation of deflection programs across the state. These deflection programs are a collaborative initiative involving the Illinois Department of Human Services, State Police, and TASC. The programs aim to provide alternative deflection and diversion options for individuals in Illinois who are experiencing substance use, mental health, or other conditions and have come into contact with law enforcement. ICJIA is seeking an experienced research and project manager to lead this evaluation and oversee a team of junior project staff. The successful candidate will possess strong social science research skills and proven project management expertise.
1. Design research instruments, engage stakeholders, monitor data collection, analyze data, and prepare reports for the IDHS Deflection program implementation evaluation.
2. Supervise junior researchers on the IDHS Deflection evaluation project, including leading project meetings, meeting with staff one-on-one, organizing travel, providing training, guiding data collection and analysis, and reviewing their work.
3. Assess the evaluability of the IDHS Deflection programs and prepare for an outcome evaluation, including developing the evaluation design, data collection plan, and data analysis plan.
4. Keep the manager informed of any issues, concerns, or items requiring their attention or response.
5. Create project schedules and timelines, including the use of project management software.
6. Monitor and revise the project budget.
7. Author grant progress reports as needed.
1. Ability to structure, maintain, and analyze social science research data.
2. Experience using statistical software to manipulate and analyze data.
3. Experience conducting data analyses using advanced social science statistics.
4. Ability to use project management software.
1. Master’s degree or Ph.D. in a social science discipline (including, but not limited to, criminal justice/criminology, sociology, psychology, economics, or political science), statistics, data science, public policy, social work, or project management.
2. Experience leading at least one project team of two or more persons in a professional capacity on a project lasting six months or longer and involving multiple stakeholders.
1. At least one year of experience using advanced social science statistics to conduct quantitative analysis.
2. At least two years of experience conducting social science survey research.
3. At least two years of experience conducting research interviews.
4. At least one year ofexperience using statistical software to manipulate and analyze data.

3. Ability to travel in the state with a valid driver’s license and travel nationally.
4. Must be able to pass a background check.

ICJIA convenes groups and collaborates on efforts to reform the criminal justice system. ICJIA leads criminal justice reform efforts by supporting policy makers through research.
