The Illinois Department of Revenue (IDOR) is seeking to hire a Section manager for its Remittance Processing Section (Imaging) within the Document Control & Deposit Division (DC&D). DC&D processes tax returns and tax payments that are mailed to or walked into IDOR, as well as all items needing taxpayer account research before deposit. The Remittance Processing Section is responsible fo depositing 90% of all remittance received at IDOR within 24-48 hours following either a manual or electronic process. The Section Manager position is needed to plan the activities of the section in order to meet mandated deposit timeframes. Working closely with the Division Manager, the Section Manager oversees the work of account technicians and office support staff, distributing work assignments appropriately to meet day-to-day operational needs. The ideal candidate for this position is competent in supervising staff, analyzing program needs, leading special projects, and preparing reports.

Essential Functions

  1. Under general direction, plans and directs the activities of the Remittance Processing program with the Document Control & Deposit Division (DC&D) to meet the mandated daily deposit timeframes.
  2. Serves as full line supervisor.
  3. Leads the development and optimization of operating systems.
  4. Writes and updates established procedures to respond to policies and legislative mandates and/or to achieve more efficient operations.
  5. Directs the compilation and preparation of daily, weekly, and monthly production reports.
  6. Directs critical project management and reporting.
  7. Provides back-up to other Section Managers within DC&D to supervise staff in the absence of the regular supervisor or to provide additional assistance with production backlogs, new program implementation, or special projects.
  8. Confirms that the security and confidentiality of federal and state tax information are strictly enforced by monitoring the security levels of staff to make certain that confidential taxpayer information and federal data are accessed only by authorized personnel and are handled and stored in accordance with agency procedures and federal guidelines.
  9. Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of two years of study at a secretarial/business college and three years of office experience " OR " Requires completion of high school and five years of Office Assistant experience " OR " Requires five years of independent business experience.

Preferred Qualifications

  1. Two (2) years of experience directing and supervising the work of nonprofessional office staff.
  2. Two (2) years of experience providing training to subordinate staff.
  3. Two (2) years of experience compiling and preparing statistical reports.
  4. One (1) year of experience leading special projects.
  5. One (1) year of experience writing or updating established procedures.
  6. One (1) year of experience working with deposit imaging technology and equipment.
  7. Intermediate proficiency using Microsoft Word or similar word processing software.
  8. Intermediate proficiency using Microsoft Excel or similar spreadsheet software.

Conditions of Employment

  1. Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  2. Requires physical ability to perform tasks which include pushing and pulling a cart to deliver tubs to other work areas and lifting and moving work above shoulder level to place on or remove from shelves.
  3. This position is considered heavy work as defined by the U.S. Department of Labor (20 CFR 404.1567(d)). Heavy work involves lifting no more than 100 pounds at a time with frequent lifting or carrying of objects weighing up to 50 pounds.
  4. Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
