Position Overview

The Division of Family and Community Services is seeking to hire a Restaurant Meal Program Specialist. This position serves as support staff to the Restaurant Meal Program Manager. This position will be a key participant in special EBT projects; acts as a liaison between farmers markets and the State’s Electronic Benefit Transfer (EBT) contractor; serves as a subject matter expert between EBT system and the State’s eligibility system; coordinates with IDHS SNAP Fraud Unit in investigating retailer and customer fraud; and reviews requests to assist in transaction analysis as it relates to stolen benefit replacement.

Job Responsibilities

  1. Serves as Restaurant Meal Program Specialist.
  2. Serves as support staff for special EBT projects.
  3. Acts as a liaison between farmers markets and the State’s Electronic Benefit Transfer (EBT) contractor.
  4. Serves as a subject matter expert between EBT system and the State’s eligibility system.
  5. Coordinates with IDHS SNAP Fraud Unit in investigating retailer and customer fraud.
  6. Reviews requests to assist in transaction analysis as it relates to stolen benefit replacement.
  7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with course work in business or public administration.
  2. Requires one (1) year of responsible administrative experience in a public or business administration OR completion of an agency approved professional management training program.

Preferred Qualifications

  1. Two (2) years of professional experience working with the policies and procedures within the area of responsibility, including basic knowledge of the operation of Electronic Benefit Transfer (EBT) systems, preferably Illinois Link.
  2. Two (2) years of professional experience using computers, including spreadsheets, database and word processing packages.
  3. Two (2) years of professional experience analyzing data and trends and preparing reports and recommendations for procedural and/or policy changes.
  4. Two (2) years of professional experience interacting with and communication clearly and tactfully with a wide range of individuals that include agency staff, state agency officials, customers, public, and internal and external stakeholders.
  5. One (1) year of professional experience exercising judgement and discretion in developing, implementing, and interpreting departmental policies and procedures.
  6. One (1) year of professional experience utilizing critical thinking skills while multi-tasking multiple projects.

Work Hours: Monday - Friday, 8:30am - 5:00pm
