Assistant Superintendent of Programs (SPSA, Opt .7)

Position Overview

The Assistant Superintendent of Programs is responsible for initiating and implementing new methods and procedures to enhance the efficiencies of programs for their facility. The incumbent in this position monitors the daily functions of the facility to ensure orderly operations of Program areas and acts as Chief Administrative Officer in the absence of the Superintendent. This role is critical to the success of the facility and supervises a team of program managers, staff, and nurses. This position would be an excellent fit for someone with a passion for criminal justice reform and rehabilitation. Essential Functions:

  1. Serves as Assistant Superintendent of Programs.
  2. Serves as full-line supervisor.
  3. Reviews data to assist and confer with the Superintendent in establishing overall institution policies, facility budget preparation.
  4. Monitors special programs.
  5. Attends administrative staff meetings and conferences.
  6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications:

  1. Requires a bachelor's or advanced degree from an accredited college or university with a specialization in criminal justice, education, psychology, social work or a closely related social science.
  2. Requires four (4) years of management experience in juvenile justice settings with two (2) years of responsibility for facility management.

Conditions of Employment:

  1. Requires the ability to pass an IDOC/IDJJ background check.
  1. Requires ability to pass a drug screen. The use of unauthorized drugs, including cannabis, by an employee, regardless of position held is prohibited.
  1. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  1. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends. This also requires the ability to work in a 24-hour ‘on call’ capacity.
  1. Requires ability to attend seminars, conferences, and training to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  1. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  1. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

About the Agency:

The mission of the Illinois Department of Juvenile Justice (IDJJ) is to build youth skills and strengthen families by promoting community safety and positive youth outcomes. Over 900 staff members from across various departments—security, programming, education, mental health, and more—collaborate with the understanding that youth are physically, emotionally, and cognitively different from adults. The department provides extensive services to young people through a developmental, treatment-focused model of care that builds youth resiliency, engages families, and promotes community safety at the five youth facilities it operates across the state. IDJJ serves and houses approximately 150 youth and is responsible for approximately 500 youth on Aftercare in various Illinois’ communities.
