Essential Functions

1. Reviews construction documents for general code compliance, technical sufficiency and to ensure conformance with applicable design requirements. These reviews are intended to reduce the number of errors, omissions, and other post-bid changes to the contract. Provides professional and technical engineering expertise in all phases of project development.

2. Conducts field surveys and prepares budget survey documents. Provides detailed scopes of work including materials and quantities and noting factors that could affect the project costs.

3. Prepares complete electrical working drawings, including details and explanatory notes for new buildings and renovation of existing ones. This includes writing and directing the writing of all pertinent electrical specifications. Makes complete quantity take-offs for estimates of projects. Coordinates with user agencies to ensure project designs meet requirements and continues as a technical assistant and liaison to the user agencies. Provides professional and technical electrical expertise in all phases of project development.

4. Works with A/Es, contractors, and user agencies to resolve project problems and serves as a resource to construction administration management and legal. Assists with code questions and interpretations. Reviews change order proposals for justification, accuracy, and impact on project elements.

5. Assists with evaluation, prescreening and selecting A/Es.

6. Keeps abreast with latest engineering developments to make recommendations to the Administrator of the Professional Services Division regarding construction, maintenance, and budgets.

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to four (4) years of college.

2. Requires five (5) years of progressively responsible professional experience in electrical engineering and extensive knowledge of the principles and practices of electrical engineering, building construction and renovation practices, building materials, trade capabilities and construction.

Preferred Qualifications

1. Bachelor’s degree in electrical engineering.

2. Illinois certification as a licensed professional engineer.

3. Ability to read blueprints and schematics.

4. Ability to understand and interpret relevant codes and research new technologies.

5. Ability to assist in phases of comprehensive building and renovation projects to include feasibility studies and preliminary drawings.

6. Working knowledge of MS Office products, AutoCAD, and Adobe Pro.

Conditions of Employment

1. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.

The Capital Development Board (CDB) oversees the construction of new state facilities, such as prisons, state parks, mental health institutions. and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.

Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
