POSITION SUMMARY

The Illinois Department of Central Management Services, Bureau of Personnel is seeking a seasoned, diverse human resources qualification professional with a background in candidate testing, skills based recruiting, developing and evaluating candidate qualifications and supervisory experience in all aspects of the hiring process including, but not limited to, process improvement, compliance, relationship management, candidate qualification, recruiting, conducting meetings, and facilitating training. Incorporating modern best practices, the ideal candidate will assess, develop, implement and lead a strong candidate evaluation program including implementation of remote testing software and development of other candidate evaluation tools incorporating skills based candidate evaluation. They must demonstrate strong leadership and educational skills with the ability to lead others in an everchanging environment while delivering top-quality services, producing statistical analyses, encouraging diversity, providing guidance, and support to all Illinois executive agencies and customers. This individual will possess strong analytical abilities, have strong technological capabilities, and exhibit outstanding interpersonal skills. Communication, transparency, attention to detail, critical thinking, and the ability to multi-task are key elements to working with this team. POSITION ESSENTIAL FUNCTIONS

  • Under administrative direction, administers and directs the Test Development Section of the Hiring & Selection Division of the Bureau of Personnel.
  • Establishes grading standards for open-competitive selection tools.
  • Reviews agency requests to administer job-related pre-employment screens.
  • Administers the testing component of the Upward Mobility Program.
  • Serves as full line supervisor.
  • Serves as a technical expert and an agency representative regarding Illinois’ selection policies and procedures to other public entities.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in the field of human resources for a public or private organization.

PREFERRED QUALIFICATIONS

  • Prefers extensive knowledge of personnel selection as well as the technical and legal requirements governing employee selection including standards imposed by the American Psychological Association, the federal Uniform Guidelines on Employee Selection Procedures, and the Americans with Disabilities Act.
  • Prefers three (3) years of professional administrative and managerial experience establishing program goals and objectives, determining staffing needs for goal and objective achievement, providing training, instruction, guidance, and counsel to employees, and monitoring and completing staff performance evaluations.
  • Prefers one (1) year of professional experience in the research and analysis of position classifications within an agency or organization, applying position classification theories and practices, as well as analyzing interrelated organizational structure and position utilization.
  • Prefers three (3) years of professional human resources experience researching, compiling, and developing comprehensive reports relevant to human resources administration processes.
  • Prefers one (1) year of professional experience performing job analyses involving research in the following, but not limited to classification standards, comparable governmental or private sector positions, industry or technical resources, local, state, or federal guidelines and practices, relevant academic or professional research and resources, etc.
  • Prefers a minimum of sixteen (16) semester hours in statistical measurement or data analysis coursework including, but not limited to statistics, statistical analysis, economics, psychology (tests & measurements), and research & design methods.
  • Prefers coursework in organizational psychology and/or behavioral research.
  • Prefers two (2) years of professional experience directing and administering an employee recruitment, assessment and selection program which adheres to technical and professional industry standards for the purpose of recruiting and staffing for an organization.
  • Prefers one (1) year of professional experience in successfully establishing and maintaining collaborative working relationships with subordinate staff and representatives of other public entities and professional associations.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to use agency supplied equipment (i.e., mobile phone, laptop, etc.) in compliance with agency information security and confidentiality guidelines.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
