Position Information
The TxDOT Support Services Division is seeking a highly motivated individual for a part-time Project Management Specialist I, II, or III position. In this role, you will be responsible for supporting the construction project managers with administrative tasks. The position will require working independently to coordinate and communicate effectively with supervisors and project managers. Our department currently has 125 new building projects underway, 75 deferred maintenance/renovation projects in progress equaling to an approximate total amount of $450M. Position Description
Performs project management specialist work for Department projects. Work includes coordinating the development, implementation, maintenance, and support of the Critical Path Method (CPM) for Department projects, and providing support for resource leveling, priority development, project analysis, reporting, and training. Works directly with the project manager to help define the project's goals and objectives. Work requires extensive contact with department staff, governmental agencies, and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Essential Duties:
Project Mgmt Spec I
•Analyzes and reports on program funding change scenarios and their impact to individual project schedules.
•Assesses and reports actual project progress versus planned progress to determine trends and variances.
•Assesses and reports planned and completed effects of project schedule changes.
•Assists in Critical Path Method (CPM) software implementation and best practices.
•Assists project managers to establish realistic and achievable schedule baselines.
•Ensures proper schedule controls are appropriately implemented and maintained.
•Monitors and reports on major milestones for the program portfolio.
•Reviews detailed project schedules to ensure compliance with Department policies, practices and procedures.
•Supports Critical Path Method (CPM) scheduling, budgeting, and baseline management policies, practices and procedures.
•Resolves discrepancies by collecting and analyzing information.
•Prepares special reports by researching, collecting, analyzing, and summarizing information and trends.
•Reviews project activities for compliance with procedures and standards; ensures adherence to recommended best practices and quality standards utilizing the Critical Path Method (CPM).
•Performs project monitoring and data collection to determine if a project is progressing according to budget.
•Assists in conducting project audits, managing project schedules, and analyzing progress reported against the work schedules.
•Performs critical path analysis, prepares and updates resource loaded schedules, and maintains a schedule based earned value system on projects.
•Assists in the change management process by evaluating the reason for the change to the project schedule, processing the Change Order request, and revising the project schedule baseline.
•Assists in updating and evaluating the accuracy of the project forecast by assessing actual cost incurred and physical progress achieved for all phases of the project.
•Provides general support to the project manager and project team, as needed.
•Coordinates project meetings and conducts presentations.
•Performs other job responsibilities as assigned.
Project Mgmt Spec II
•Assists in developing and supporting Standard Operating Procedures for developing, maintaining, and archiving project schedules in accordance with document retention policies.
•Assists in the development, publishing and delivery of technical training and guidance to project personnel on scheduling and resourcing of projects.
•Develops and presents budget/cost summaries to the project managers and other employers.
•Plans, develops, maintains, and makes recommendations concerning detailed project schedules and facilitates on-time completion of projects with the optimal level of resources available.
•Supports the project management team and aides with the maintenance of timely and effective change management processes, procedures, and systems.

•Identifies risks, assess their impact on projects and develops contingency plans to mitigate potential impacts.
•Recommends policy for Critical Path Method (CPM) scheduling, budgeting, and baseline management policies, practices and procedures.
•Conducts and makes recommendations concerning project audits, manages project schedules, analyzes progress reported against the work schedules and recommends actions to improve progress.
•Updates, evaluates, and makes recommendations concerning the accuracy of the project forecast by assessing actual cost incurred and physical progress achieved for all phases of the project.
•May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members' career conversations; and approving leave requests to ensure operations coverage.
