Job Title: Capture Manager

Overview:

The U.S. Department of State is seeking an experienced Capture Manager with a strong background in federal government contracting, specifically within the Department of Justice (DOJ) and Department of Homeland Security (DHS). The Capture Manager will lead strategic business development efforts, identifying and pursuing opportunities that align with the Department’s mission and strategic objectives. This role requires deep expertise in federal acquisition processes, exceptional leadership capabilities, and the ability to foster productive relationships with internal teams and external stakeholders.

Responsibilities:

- Lead Capture Efforts: Manage the entire capture process for Department of State, DOJ, and DHS opportunities, from identification through proposal submission and contract award.

- Market Analysis: Conduct thorough market research and analysis to identify potential opportunities within the procurement landscapes of the Department of State, DOJ, and DHS.

- Strategic Planning: Develop and execute capture strategies tailored to specific opportunities, including competitive analysis, win themes, teaming strategies, and pricing strategies.

- Relationship Building: Cultivate and maintain relationships with key stakeholders within the Department of State, DOJ, DHS, industry partners, and potential subcontractors.

- Proposal Management: Oversee the development of high-quality proposals that comply with solicitation requirements and align with the capture strategy.

- Risk Management: Identify and mitigate risks associated with the capture process, including technical, financial, and competitive risks.

- Team Leadership: Lead cross-functional teams throughout the capture process, providing guidance and support to achieve successful outcomes.

- Contract Negotiation: Support contract negotiation activities post-award, ensuring successful transition and execution of contracts.

Qualifications:

- Bachelor’s degree in Business Administration, International Relations, Public Administration, Law, or a related field (Master’s degree preferred).

- Proven experience in capture management within the federal government contracting industry, with a focus on the U.S. Department of State, Department of Justice (DOJ), and Department of Homeland Security (DHS).

- In-depth understanding of federal acquisition regulations (FAR, DFAR, etc.) and experience with procurement processes within the Department of State, DOJ, and DHS.

- Excellent communication skills, both written and verbal, with experience in proposal development and presentation.

- Strategic thinking and analytical skills, with the ability to identify market trends, opportunities, and risks.

- Strong leadership skills, with experience in leading and motivating cross-functional teams.

- Ability to manage multiple priorities and deadlines in a fast-paced, dynamic environment.

Preferred Qualifications:

- Certification in Capture Management (e.g., APMP Capture Practitioner).

- Experience using CRM tools and other business development software.

- Active security clearance or ability to obtain one.
