This position is being announced concurrently under Excepted Service Examining Plan/ Merit Promotion procedures. Please review vacancy announcement number IHS-24-HQ-12443929-ESEP/MP for eligibility requirements.ResponsibilitiesThe incumbent will be responsible for collaborating with American Indian Tribes to increase and maintain access to water, wastewater, and solid waste facilities by:
  • Performing planning, design, and construction oversight activities for community and individual water supply, wastewater, and solid waste facilities.
  • Visiting tribal communities where projects are being planned and constructed.
  • Reviewing work prepared by technical staff.
  • Estimating costs and materials necessary to construct sanitation facilities.
  • Preparing engineering reports.
  • Maintaining records of construction progress and fund expenditures.

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. QualificationsTo qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
The Hiring Manager/Selecting Official may elect to utilize an available flexibility wherein applicants who are currently enrolled and expected to complete the required education within 9 month(s) of applying, may be deemed tentatively qualified.
Basic Requirement(s)
  • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
  • Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  • Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  • Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  • Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.).
Minimum QualificationsApplicants who meet one of the Basic Requirement above qualify for the GS-05 grade level.
Your Resume Must Demonstrate One (1) Year Of Specialized Experience Equivalent To At Least The Next Lower Grade Level In The Federal Service Obtained In Either The Private Or Public Sector Performing The Following Type Of Work And/or Tasks
GS-07: Experience preparing engineering reports; ensuring proper procedures and engineering standards are followed; and visiting construction worksites OR bachelor's degree with Superior Academic Achievement OR currently enrolled in a professional engineering program certified by the Accreditation Board for Engineering and Technology (ABET) and expect to complete the qualifying education within 9 months with Superior Academic Achievement OR completed at least one full year of graduate level education in engineering or a related field OR bachelor's degree in engineering AND 12 months work experience as a technician equivalent to the GS-5 grade level or higher OR completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering.
GS-09: Experience in designing new construction or improvements to existing facilities; assisting in resolving issues with contracts and construction activities; and evaluating designs and specifications to ensure conformance with project requirements and budget OR master's degree in engineering or a related field or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree in engineering or a related field OR bachelor's degree in an engineering program with Superior Academic Achievement AND 1 year of appropriate professional experience OR completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering AND 1 year of appropriate professional experience OR a combination of graduate level education in engineering or a related field AND specialized experience that meets 100% of the qualification requirements for this position. Qualifying graduate education is in excess of 18 semester hours.
OR currently enrolled in a professional master's degree in engineering or a related field or equivalent graduate degree, certified ABET and expect to complete the qualifying education within 9 months.
Superior Academic Achievement: One of the following three needs to be met for Superior Academic Achievement: (1) Class Standing- upper third of the graduating class. (2) Grade-Point Average- 3.0 or higher out of a possible 4.0 as recorded on official transcript or based on courses completed during final 2 years of curriculum; OR 3.5 or higher out of a possible 4.0 based on average of required courses completed in major, or required courses in major completed during the final 2 years of curriculum. (3) Honor Society Membership- election to membership in a national scholastic honor society

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
