Under the general administrative direction of the Health System Administrator/CEO or designee, the incumbent serves as the service unit Health Systems Specialist and is responsible for the management of the Purchased Referred Care program.

Duties
  • Manage the implementation, processing and monitoring of the service unit Catastrophic Health Emergency Fund (CHEF) program
  • Collaborate with the Administrative Officer/CEO in the development and implementation of both short and long term goals, plans and policies for the health delivery system.
  • Represent the Lockport IHS Health Center (IHS) Fiscal Intermediary for the processing of Purchased Referred Care claims for the Lockport IHS Health Center.
  • Develop and document reports, manuals, staff papers, and correspondence on pertinent subjects and issues.
  • Assess, develop, implement, and execute the plans, programs, and policies pertaining to the operation of Purchased Referred Cares initiatives at service unit facilities.
  • Supervise personnel in the Purchased Referred Care Program

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. QualificationsTo qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Individual Occupational RequirementsUndergraduate and Graduate Education: I have undergraduate and/or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
Specialized Experience: I have progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups; and Government wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS: GS-11 Grade Level:EducationI have a Ph.D. or a equivalent doctoral degree or I have completed three (3) full years of a progressively higher level graduate education leading to such a degree, or LL.M. My education must have included major study in hospital administration, public health administration, public health administration, or related fields such as business or public administration with course work in health care administration.
Specialized ExperienceYour resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Develop program goals and operating guidelines; coordinating priorities; integrating operational plans in the application of new alternative methods, techniques, and approaches pertinent to policies and directives in the administration and management of Purchased/Referred Care (PRC).
Combination Of Education And ExperienceI have a combination of the specialized experience described in A and the education described in B. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18. (Note: Only education in excess of the second year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.

Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
