SummaryThis position is located in the Indian Health Service (IHS), Office of Information Technology (OIT), Division of Health Information Technology and Modernization (DHITMO), Rockville, MD. The incumbent in the position is responsible for identifying and analyzing system requirements, defining system architectures and interfaces to ensure compatibility among systems and components in support of agency IT investments. This position reports to the DHITMO Deployment Manager, DHITMO Director.

Duties
System Design And ArchitectureDefines, integrates, creates, and upgrades interfaces using programming languages such as PL/SQL, Java, and SQL using both standard formats like HL7, X12, or non-standard proprietary formats. Contributes to the development of goals, priorities, and action plans for a comprehensive health IT system that supports multiple applications, platforms, and database types. Transforms various inputs in actionable functional and non-functional requirements to ensure the system under development meets the needs of its users and stakeholders in an efficient, cost-effective manner that is compliant with any applicable regulation or standard. Conducts research and prepares reports on issues related to information systems and technology, and makes recommendations for improvements. Analyzes new and emerging technologies and provides recommendations. Informs and communicates to management the status, progress, and results obtained throughout the lifecycle of assigned IT projects.
Team Leads And CollaborationProvides leadership that facilitates team building, cooperation and motivates team members to accomplish group goals. Influences others to translate vision into action and promulgates long-term health information technology modernization objectives acting as a catalyst for organizational change. Collaborates with stakeholders to develop and analyze functional and non-functional requirements to ensure acquisition and development efforts will meet mission objectives. Collaborates with agency staff, contractors, and vendors to ensure that information systems meet requirements for functionality, performance, and security. Collaborates with development and implementation project teams to ensure efforts are completed on-time, within budget, and to the required standards.
System Security And ComplianceEnsures adherence to agency governance processes and federal government regulations and guidelines for technological systems and safeguarding of data. Develops and implements policies, procedures, and standards for the acquisition, development, and operation of Agency information systems. Evaluates proposed rulemaking for health information technology and identify functional impact to existing agency operations. Collaborates with IHS and OIT security experts to provide engineering designs and products necessary for implementation and enforcement of cybersecurity controls across the HIT Modernization effort.
System Integration And DeploymentProvides strong analytical and problem-solving skills Develops specifications for maintenance protocols and refresh-cycle recommendations and requirements to avoid disaster and system compromise. Ensures recovery solutions are in place, functional, and tested routinely. Assists with issues resolution related to infrastructure, networks, servers, end user devices, database management software, operating systems, and/or business application software systems. Provides technical and administrative analysis of Agency information systems, identifies problems and recommends solutions to improve efficiency, effectiveness, and security. Plans, designs, develops, tests, validates, and maintains interfaces between the EHR system and external systems to ensure seamless data exchange and interoperability. Develops and conducts training programs for end users and other stakeholders on the use of information systems and technology.

QualificationsTo qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
Minimum QualificationsYour resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
  • Experience reading and writing in programming languages such as PL/SQL, Java, or SQL to develop, maintain, and enhance interfaces between commercial Electronic Health Record (EHR) systems to achieve data exchange and interoperability using formats such as HL7, X12, or character delimited files.
  • Experience interfacing an Oracle-Cerner commercial Electronic Health Records (EHR) with medical hardware and software components like medical laboratory equipment, infusion pumps, ventilators, pharmacy equipment, and other patient monitoring systems to integrate medical data into EHRs.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Education

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
