SummaryThe Supervisory Mental Health Specialist position is located in Wagner Indian Health Service Facility, Wagner, South Dakota. The incumbent is responsible for planning, organizing, improving, and implementing a comprehensive social services program which provides social services for the patient population. The program director has primary responsibility for developing and maintaining a cooperative and coordinated program effort among the IHS departments and social services agencies in the area.

Duties
  • BH Director assists the CEO, Clinical Director, as well as the Area Division of Behavioral Health with ongoing assessment of community behavioral health needs, The planning and implementing of a community oriented behavioral health program; Ensuring integration of best practice behavioral health concepts within the Behavioral Health program and within the service unit wide clinical services.
  • Performs individual, marital/couples, family, and group psychotherapies for children, adolescents, and adults with a wide variety of acute and chronic mental health problems including depression, suicide ideation/attempts, bereavement, psychotic episodes, family conflicts, substance abuse or dependence, and trauma resulting from violence or abuses of emotional, physical or sexual nature.
  • Supervises Behavioral health staff and BH supervisors - provides for the overall training, development and supervision of Behavioral Health Department staff. Plans and assigns work to BH staff based on Wagner SU priorities and capabilities of employees. Evaluates BH staff work performance.
  • Coordinates service provisions to patients and consults with professional colleagues as needed to promote optimal patient care. Utilizes knowledge of a wide variety of theories used in counseling and psychotherapy. Provides referral, intake, diagnostic treatment, crisis intervention, and consultation services for mental health patients.

This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.
A one-year supervisory/managerial probationary period may be required upon selection/placement.
Measles and Rubella immunization required for selectees born after 1957 and seasonal influenza immunization is required for all staff working in Indian Health Service health care facilities.
COVID-19 vaccination is required for all selectees prior to entrance on duty.
The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

QualificationsTo qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Basic Requirement(s)Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
Minimum QualificationsYour resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
This experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service as described in the vacancy announcement. Examples include: experience providing administrative supervision for behavioral health staff to ensure compliance with accrediting bodies; responsible for the coordination of a comprehensive mental health program, providing evidence based treatment to individuals, couples and families; providing leadership in the development of policies and procedures.
Selective Placement FactorProfessional knowledge of counseling and consultation services as evidenced by possession of a current, valid, and unrestricted license as a Licensed Professional Counselor - MH (LPC-MH) or equivalent in any state or territory of the United States
Time In GradeFederal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave..
