GENERAL SUMMARY

This is an advanced professional and management position responsible for implementing projects chosen to meet the business needs of the functional and business unit managers of the Indianapolis Airport Authority (IAA). The primary role of a Project Manager III (PM III) is to provide project management for planning, architectural, engineering, and construction projects; however, as a senior project manager the PM III role includes project related oversight of PM IIs and PM Is, ensuring their compliance with the IAA’s Standard Operating Procedures and relevant industry best practices. As a PM III, works directly with the Director level leadership within Planning and Development to identify, formulate and prioritize capital projects for inclusion the Capital Program and FAA AIP funded ACIP. Additionally, the PM III will be called on to assist in the development and implementation of the IAA strategic plans and initiatives.

ESSENTIAL FUNCTIONS

  • Identifies, formulates and prioritizes capital projects for inclusion in the IAA’s Capital Program and ACIP
  • Prepares requests for professional services, evaluates and ranks consultants’ qualifications, recommends selections, negotiates scope of work, costs and contracts for consulting services
  • Produces project descriptions, and preliminary cost estimates and schedules
  • Develops appropriate procurement strategies for diverse projects
  • Helps prepare AIP and state grant applications
  • Ensures incorporation of grant assurances and conditions into consulting and construction contracts
  • Establishes programs for assessment of cost, time, quality, risk, safety and effect on the environment
  • Reviews plans and specifications for completeness and conformance to IAA standards
  • Works with the Design Manager to establish and apply uniform standards for review of plan sets and specifications
  • Works with the Director, Supplier Diversity, to establish participation goals for projects, as well as aids others in the determination of goals
  • Provides guidance and mentorship to other project managers
  • Promulgates, enforces and - as needed - revises Planning and Development’s Standard Operating Procedures
  • Directs the bidding and award of construction and supplier contracts, including advertising for bids, pre-bid meetings, analysis of bids and recommendations for award
  • Administers consultant, construction and supplier contracts
  • Authorizes payments, approves changes, oversees quality and determines satisfactory completion
  • Holds regular project team meetings to coordinate activities and monitors progress
  • Monitors performance of the project team against phase and overall execution plans and budgets and initiates corrective action where required
  • Provides regular progress reports identifying current performance and highlighting decisions required
  • In conjunction with, as well as independent of, IAA inspectors (staff and contract) holds regular reviews of construction to ensure adherence to schedule, quality of workmanship, and conformance with project plans
  • Acts as a professional consultant for other departments
  • Prepares or directs a variety of planning studies
  • Provides other professional services as required to support business unit managers and other customers
  • Ensures adequate communication between the project team, Planning and Development Department and all IAA departments and project stakeholders
  • Actively develops teamwork
  • Establishes and maintains effective, respectful and strong relationships with governmental agencies and regulatory personnel

MINIMUM REQUIREMENTS

  • Undergraduate degree in engineering, architecture, airport planning/management, or related discipline with eight (8) years of experience in the development of airports
  • Associates degree in related discipline and more than ten (10) years of related airport experience may be substituted for the above
  • Registration as a professional engineer or Architect in the State of Indiana is desired
  • Considerable knowledge of the principles and practices applied in the planning, location, design and construction of airport engineering and architectural projects, including knowledge of FAA criteria
  • Ability to establish and maintain effective working relationships with co-workers, other airport personnel, city, county, state and federal engineering agencies, and the public
  • Demonstrated ability to provide guidance and training
