Required Skills and Experience:
Bachelor's degree in engineering with a minimum of ten (10) years vehicle rail engineering experience in vehicle procurement or vehicle design, which includes five (5) years' of progressively increasing management level experience required.
Demonstrated strong leadership skills and interpersonal skills with the ability to communicate effectively with others at all levels required.
Extensive experience in both planning and budgeting in operating and capital environment required.
Excellent analytical, written, and verbal communication skills required.
Valid Driver's License required.
Successfully led/managed a rail vehicle acquisition project of over 50 vehicles preferred.
Nice to Have Skills and Experience:
PMP Certification preferred.
Job Description:
SPECIFIC RESPONSIBILITIES
Participates in the development of policies in the immediate manager's organization and interprets such policies throughout the department.
Develops objectives, policies, and procedures for the approval of immediate manager.
Interprets and administers programs and procedures in accordance with approved policies.
Performs special assignments for immediate manager as requested.
Develop KPI's and reports performance to immediate manager.
Responsible for development and adherence to budgets for vehicle acquisitions, department and/or activity and to maintain performance within budget.
Develops a sound organization, staffed with trained personnel able to perform the functions of the department.
Develops a suitable successor and be responsible for training replacements at all levels within the department.
Works closely with appropriate state, and federal-level agencies (e.g., PennDOT, APTA, FRA) and applicable Divisions to ensure vehicles fully comply with applicable regulatory requirements.
This position establishes employee goals, conducts performance reviews, and provides supervision to assigned direct reports.
Complies with all Authority and departmental safety and security policies and procedures, as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.

DISCIPLINE RESPONSIBILITIES
Develops fleet management and replacement strategies in conjunction with capital planning operations and other departments.
Oversees development vehicle requirements and writing of specifications for new vehicles in cooperation with other departments.
Overall responsibility for supervising resources associated with the procurement of new rail (regional rail and city transit) rolling stock, and working with other departments to ensure projects meet budget requirements.
Establishes staffing levels -- both internal and contracted -- necessary to support vehicle acquisition programs.
Directs and coordinates the activities of departments to support the acquisition of new vehicles including vehicle delivery and testing, fleet integration, -- and retirement of existing equipment, preparation of maintenance facilities, training of maintenance and operating personnel, procurement of initial capital spares and spare parts required for routine maintenance, development of maintenance procedures and support documentation, warranty administration, etc.
Maintains key project documentation including periodic project reports, master schedule, budget and expenditure profiles, construction change and field modification logs, correspondence logs, test records, etc.
Prepares program status reports as required to present to management showing design, manufacturing, budget and schedule highlights and potential risks.
