Intelligence Analyst SME 1 TREX

Location: Vienna, VA

Clearance: TS/SCI w/CI Poly

Support the Terrorist Screening Center (TSC) oversight and management of the US Government’s (USG) Terrorist Watchlist, also known as the Terrorist Screening Database (TSDB) as well as other national security watchlists. The TSC is a multi-agency organization that is administered by the Federal Bureau of Investigation (FBI) and receives support from: the Department of Homeland Security (DHS), the Department of State (DOS), the Department of Justice (DOJ), and the Office of the Director of National Intelligence

Responsibilities

· Support the Terrorist Review and Examination Unit (TREX) for all watchlisting related matters.

· Review FBI KST nominations, modifications, and removals, while employing a firm understanding of watchlisting policy, directives, and addendums.

· Perform database and research to provide a comprehensive snapshot of derogatory and biographic information within each watchlist record - thereby assisting the effectiveness of identity resolution procedures.

· Coordinate with the Law Enforcement Community to communicate watchlisting procedures, as well as to resolve any Quality Assurance matters related to the processing and handling of their subject.

· Collaborate with watchlisting partners, as well as TSC leadership to promote knowledge sharing and institute efficient guidance and projects.

· Provide mentorship and feedback to less experienced personnel to ensure consistent quality across work unit.

· Delegate work that promotes the strengths and development of team members to include balancing reviewer role, ancillary duties, and mentorship, all while ensuring data integrity, compliancy standards, and mission goals are met.

· Ensure subjects of FBI investigations, who pose a threat to national security and meet watchlisting criteria, are appropriately nominated to the TSDB.

· Support TREX liaison between the National Counterterrorism Center, the FBI’s CTD, and FBI Field Offices and facilitate timely intelligence sharing which ultimately may result in a nomination, modification, or removal of a subject record in the TSDB.

· Communicate clearly and effectively, both orally and in writing, in order to tactfully and persuasively advise and guide executive management relative to a variety of issues which can be delicate in nature; includes making presentations and preparing complete, clear, and concise formal and informal reports, correspondence, briefings, charts, tables, and graphs that are distributed throughout the TSC and its partner agencies.

· Plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial TSC resources, and require extensive changes in established procedures.

· Quickly develop knowledge of the TSC's overall structure, missions, functions, policies, and programs in order to identify the impact and effect of study findings and recommendations on the TSC.

· Quickly develop knowledge of TSC program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.

· Quickly develop knowledge of relationships with other programs and key administrative support functions within the TSC or partner agencies.

· Perform other duties as assigned.

Qualifications

Required:

· Bachelor's degree

· 2-4 years’ experience with demonstrated:

o Expert knowledge and mastery in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and/or the improvement of complex management processes, systems, and procedures.

o Mastery knowledge of applicable theories, principles, practices, approaches, and techniques of research, survey methodology, and analysis concepts.

o Comprehensive knowledge of the range of administrative laws, executive orders, directives, policies, regulations, and precedents applicable to the administration of TSC programs.

· Extensive knowledge base in one (1) or more of the following disciplines: watchlisting, identity analysis, intelligence, law enforcement, United States military, and / or national security (counterterrorism, counterintelligence, transnational organized crime, and weapons of mass destruction) experience.

· Proficiency in Microsoft Office Applications.
