Essential Functions

25% 1. Subject to management approval, serves as the Senior Technical Database Administrator for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Public Health (IDPH):
• Serves as Senior Technical Database Administrator for the Office of Health Protection systems (OHP) - Division of Infectious Disease databases and applications.
• Creates and maintains procedures for database design, backup, recovery, integrity, and security.
• Makes detailed recommendations to project leaders and management on possible problems and on ways to solve these problems and improve the Office of Health Protection systems.
• Utilizes IBM AIX operating system, IBM WebSphere, DB2 UDB, SQL Server, JAVA J2E_E , Oracle, Azure DevOps and the use of database projects in performance of duties.

20% 2. Provides support to application developers by participating in system design reviews:
• Provides detailed recommendations on the database design and modifications pertaining to new system requirements.
• Performs database analysis and application analysis for area to enhance and improve performance.
• Coordinates activities with central agency staff or vendors to provide technical support of the databases and related software for maximum performance of the Office of Health Protection Systems.

15% 3. Assists project managers in the development of system project plans for tasks, including the installation of the Office of Health Protection databases and system related tasks:
• Assists in setting target dates, resource scheduling and objectives.
• Develops, recommends, and implements policies and procedures.
• Compiles data for cost-benefit analysis.
• Allocates resources.
• Derives and coordinates precise problem definition and procedures for the conduct of projects.
• Implements project management standards and techniques for accounting and control.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to four (4) years of college with coursework in management information systems, data processing or telecommunications, or directly related field.
2. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing or telecommunications in a public or business organization.

Specialized Skills

1. Requires three (3) years professional experience with maintenance of various database technologies such as DB2 UDB, SQL Server or Oracle.
2. Requires three (3) years professional experience with IBM AIX operating system and IBM WebSphere Application environment.
3. Requires three (3) years professional experience demonstrating technical ability in analysis, design, and system development.

Preferred Qualifications (In Order of Significance)

  1. Three (3) years professional experience with maintenance of various database technologies such as DB2 UDB, SQL Server or Oracle.
  2. Three (3) years professional experience with IBM AIX operating system and IBM WebSphere Application environment.
  3. Three (3) years professional experience demonstrating technical ability in analysis, design, and system development.
  4. Three (3) years of professional experience with application development tools and software development methodology tools.
  5. Working knowledge of SQL application development experience including writing scripts to perform database conversions.
  6. Demonstrated technical ability in Database Administration.
  7. Working knowledge of JAVA J2E_E programming.
  8. Ability to analyze administrative problems and adopt an effective course of action.
  9. Ability to coordinate the activities of work associates to achieve desired results.

Demonstrated verbal and written communication skills to present technical information to others with clarity and precision.
