GENERAL JOB SUMMARY: The Program Controls Manager is responsible for overseeing fulfillment of contract terms and conditions according to federal policies, regulations, and legislation. This position functions as the lead contact in all areas of a project, including procurement, subcontracts, and pricing. This position is also responsible for business development and preparing proposals. This position requires experience and proficiency with IBM Maximo.

ESSENTIAL JOB FUNCTIONS:

PRIMARY -

• Ensure compliance with applicable federal regulations, as well as contract terms, conditions, and reporting requirements.
• Provide guidance regarding contract interpretation, conditions, or compliance with legal requirements.
• Develop and execute strategies for negotiations in alignment with company objectives.
• Must have an understanding of laws and proposed legislation and interpret the potential impact on current and future contracts.
• Provide support with business development by actively seeking new business and growth opportunities.
• Support company bid and proposal activities. Ensure that requirements of the request for proposal are met in the preparation and documentation of bids and proposals.
• Manage prime/subcontractor and customer relationships.
• Plan strategically to navigate contract changes and/or conflicts.
• Must maintain a strong working relationship with the Federal Government contracting community.

• Ability to analyze processes and information, identify problems and trends, and develop effective solutions and strategies.

EDUCATION AND EXPERIENCE:

• High school diploma or equivalent General Educational Development (GED)
• Bachelor's degree in Business, Business Management, or other related fields (preferred).
• Must be experienced and proficient in using IBM Maximo.
• Minimum of 5 years relevant work experience with federal contracting.
• Understanding of and experience applying FAR Regulations.
• Certified Federal Contract Manager (CFCM) credential (preferred).
• Knowledge of acceptable workplace practices including occupational safety and health
