Required knowledge, skills, abilities and competencies include:
10 years of DoD acquisition experience (service or construction contracts) and experienced in
working with large dollar awards in excess of $ 500K
Cradle to grave experience with federal contracts
Expert in PD2
Minimum DAWIA Level II certification
Provide support in acquisition, contracting and program management. Utilize experience, abilities
and knowledge in planning and executing programs and projects to support client or agency mission
needs in acquisition management and contracting.
Requirements Documentation Support. Provide advice, recommendations, and document support to
multiple offices in all areas of the acquisition requirements phase. Requirements support includes
Statements of Work/Specifications/Requirements Documents; Acquisition Strategy Support; and
Market Research and Market Surveys.
Pre-Award Documentation and Source Selection. Assist in evaluation process and assure written
documentation to support both informal or formal source selection procedures. If formal source
selection procedures are used - Prepare Source Selection Plans, assist with identification of SSEB
members, instruct SSEB members on roles and responsibilities, ensure Conflict of
Interest/Nondisclosure Forms are signed, prepare evaluation sheets, prepare draft of Source
Selection Decision Memorandum. Other pre-award documents may Determinations and Findings
(DFs), Justifications and Approvals (JAs), and other necessary contract file documents.
Prepare Request for Quotes (RFQs), Request for Proposals (RFPs), and Combined
Synopsis/Solicitations. Assure the solicitation includes all appropriate solicitation terms and
conditions. Recommend and prepare unique terms and conditions as required. Prior to release of
solicitation, verify that funds are available and obtain legal concurrence. Release solicitation by
electronic posting, email, fax or mail.
Contract Award. Work with evaluators and Contracting Officer (CO) to identify pre-negotiation
objectives and assist the CO with discussions with Offerors. Prepare final contract award documents
for task and delivery orders and stand-alone contracts, and Contracting Officer Technical
Representative (COTR) designation letters. Obtain legal concurrence. Distribute contract to
appropriate parties. Input award into the Federal Procurement Data System (FPDS).
Post-award Support. Prepare appropriate documentation for the exercise of options, prepare
modifications, and assist in the resolution of performance problems.
