DutiesWHAT IS THE HUMAN CAPITAL OFFICE (HCO) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Operations, Human Resources Shared Services The following are the duties of this position at the full working level. Provides a wide range of personnel management technical advice, assistance, and related services to management officials and employees within the agency and performs research involving multiple personnel management functions. Answers questions from employees and managers on a variety of personnel management matters related to the assigned personnel management functions. Provides a wide range of personnel management technical advice, assistance, and related services to management officials and employees within the agency and performs research involving multiple personnel management functions. Answers questions from employees and managers on a variety of personnel management matters related to the assigned personnel management functions. Advises and assists employees and managers in resolving complex employee account issues/problems initiated by the individual and/or management, or discovered by the EAR, by explaining technical information or answering complaints on a wide range of advanced and multifaceted personnel/payroll issues. Conducts research, engages in employee interviews, and advises customers as to future action necessary to ensure accurate employee account information in all databases, i.e., HRConnect, eOPF, Totally Automated Personnel System (TAPS), eOPF, and National Finance Center (NFC). Engages in projects to analyze, review, evaluate, and/or correct records. Engages in analysis and research and ascertains the nature of each inquiry including the way it was presented in order to inform and advise, answer inquiries or resolve problems related to the unique circumstances of each individual. Reviews program procedures and advises on techniques to improve baseline measures and employee organizational efficiency for assigned functions. Engages in projects and studies to improve processes. Analyzes and identifies actual and/or potential problems and recommends solutions, i.e., initiating more detailed referrals to a Subject Matter Expert. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
RequiremenntsMust be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240)) Undergo a review of prior performance/conduct and an income tax verification. If you are not in compliance, you will be determined unsuitable for employment with IRS. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-05: You must have one (1) year of general experience at a level of difficulty and responsibility equivalent to the next lower level (GS-4) in the normal line of progression in the Federal service. General experience for this position includes: Experience demonstrating knowledge of standard procedures and requirements related to human resources (HR) to perform a variety of clerical duties that support an assigned HR function. Examples of qualifying experience may include: Maintaining position descriptions, position classification standards, and files; providing routine information to managers and employees on various HR-related issues; reviewing personnel records and/or paperwork for accuracy, completeness, and consistency; providing support work to others managing programs (e.g., training programs, education programs, etc.); participating in preparing course materials for printing and distribution; and/or assisting with preparing hiring vacancy listings/ announcements for review. OR You may substitute education for experience as follows: Bachelor's degree or four (4) years of education above high school in any field, from an accredited college or university. OR You may qualify with an equivalent combination of experience and education. GS-06: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-5) in the normal line of progression in the Federal service. Specialized experience for this position includes: Knowledge of and skill in applying an extensive body of human resources management rules, procedures, and operations pertaining to the specific functional assignment. Knowledge of and skill using various computer equipment and software equipment to prepare documents, input data, compile and generate reports, and monitor administrative controls. GS-07: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-6) in the normal line of progression in the Federal service. Specialized experience for this position includes: Knowledge of and skill in applying a comprehensive body of human resources management rules, procedures, and technical methods pertaining to the specific functional assignment. Knowledge of and the skill using various computer equipment and software equipment to prepare documents, input data, compile and generate reports and monitor administrative controls. GS-08: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-7) in the normal line of progression in the Federal service. Specialized experience for this position includes: Knowledge of and skill in applying a comprehensive body of human resources management rules, procedures, and technical methods pertaining to the specific functional assignment. Knowledge of and skill in utilizing various computer equipment and software equipment to prepare documents, input data, compile and generate reports, and monitor administrative controls. Examples of qualifying experience may include: Utilizing personnel automated systems and procedures to determine appropriate steps to input non-routine personnel actions and to resolve rejected documents; utilizing written and oral communication techniques to explain complex programs and to clarify difficult problems; applying regulations and requirements relating to basic recruitment and placement and/or employee benefits and labor relations, position classification, basic and complicated qualifications, pay setting, and/or personnel/payroll programs in order to provide expert assistance to employees and managers; and resolving a wide range of complex personnel and employee account problems/issues. Tour of Duty: Monday-Friday, start and stop times between 6:00 am - 6:00 pm. Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program.
