Summary
Serves as the Chief Security Officer (CSO) of the United States Section, International Boundary and Water Commission (USIBWC), Operations Department, Security Services Division (SSD) and is the key advisor to the Commissioner on all security matters. Provides Sensitive Information protection and oversees the agency's Physical Security functions and Personnel Security Program. Manages the agency's Administrative Investigations, and Public Safety Officer Program.

Duties
  • Advises the Commissioner on all agency security matters.
  • Oversees the agency's Physical Security functions by identifying and evaluating the agency's need for protection and security.
  • Oversees the agency's Personnel Security Program by providing authoritative information and advising on personnel security policies.
  • Plans and conducts internal administrative investigations.
  • Oversees and provides policy oversight of the agency's Homeland Security Presidential Directive (HSPD)-12 program.
  • Manages the agency's Public Safety Officer Program mission and functions for protective services for personnel, assets, and facilities.
  • Manages the Foreign Travel Reporting program developing, directing, and issuing USIBWC personnel applicable foreign travel reporting requirements, policy, and procedures.
  • Performs supervisory/managerial duties by developing and coaching SSD personnel, and by planning, assigning, and reviewing work to ensure the accomplishment of scheduled and priority assignments.
  • Manages the division's operational budget ensuring all functions have adequate funding and funding sources are not exceeded.

  • You must be a U.S. Citizen or Naturalized U.S. Citizen.
  • STATUS CANDIDATES:You must meet one or more criteria in the Area of Consideration section.
  • You must obtain and maintain a Top-Secret security clearance.
  • You may be required to serve a one-year probationary period.
  • You may be required to serve a one-year supervisory probationary period.
  • You must possess and maintain a valid U.S. Motor Vehicle Driver License, without impeding restrictions, and issued by a U.S. state, the District of Columbia, or a U.S. territory.
  • You must successfully complete a pre-employment medical examination.
  • You must successfully pass a pre-employment drug test and pass periodic testing thereafter.A positive result will prevent employment OR subject you to disciplinary action or removal from the position.
  • You must be able to possess and carry a firearm; any person convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [Title 18, USC Section 922(g)(9)], (Lautenberg Amendment Gun Control Act).
  • You must successfully demonstrate firearm proficiency in accordance with agency directive.
  • You must obtain and maintain first aid, cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) certification.
  • You must be able to lift and carry up to 44 pounds unassisted and 45 pounds or more with assistance.
  • You must be able to sustain periods of substantial walking, bending, stooping, standing, crouching, stretching, and reaching which will be evaluated during the pre-employment medical examination.
  • You must complete and submit the required confidential financial disclosure report within 30 days of your appointment and annually thereafter.
  • You will be subject to on-call status under the agency Continuity of Operations Plan (COOP).In the event of an emergency, the agency may activate/deploy identified personnel to carry out essential functions and operations.

Minimum Qualification Requirement:
Examples of Specialized Experience : developing, implementing, and overseeing procedural and technical methods to enhance physical protection of agency resources, facilities, and personnel; identifying vulnerabilities, threats, and consequences, and recommending appropriate action; conducting long range planning efforts to evaluate security requirements for equipment, methods, procedures, and systems; applying knowledge of the Homeland Security Presidential Directive 12 requirements to agency security programs; advising on personnel security policy and providing final adjudication for suitability and security background investigations; researching, developing, and implementing guidance for the control and protection of sensitive information; conducting administrative investigations; preparing expert testimony for formal criminal or administrative proceedings; providing assignments, work projects, and guidance and direction to subordinate divisions and administrative staff; inspecting operating security programs for adequacy, efficiency, and need for improvement; implementing security program instructions, providing authoritative interpretations and guidance to management officials and other security specialists; developing, planning, and executing security training for agency personnel on a regular/recurring basis; effectively interacting with internal and external customers at varying levels, to communicate multiple security administration practices and procedures; operating a motor vehicle such as a van, pickup, and sedan. Specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13) or pay band in the Federal service or equivalent experience in the private or public sector.
Time in Grade (TIG): Current and former Federal employees must have a minimum of 52 weeks at the next lower grade level to be eligible under Merit Promotion procedures. An SF-50 must be provided that verifies eligibility as stated in the Area of Consideration section.
