The Statistics Department (STA) provides global leadership on statistical methodologies and standards for the Fund, its member countries, and the international statistical community. It supports Fund surveillance and lending operations to strengthen member countries’ capabilities to produce and disseminate macroeconomic and financial statistics for sound policy making. STA collaborates with other Fund departments, donors, and other external partners to ensure that data needs for bilateral and multilateral surveillance and lending operations are met.
STA has an opening in its Data Operations Division for a Deputy Division Chief that will contribute to the implementation of its work program. The division is responsible for statistical data and metadata production and dissemination activities, while assuring high quality of collected data and metadata products and publications for internal and external use. The Data Operations Division manages the statistical data management IT platforms and represents the IT interest of the statistics department.
Duties and Responsibilities:The DO Deputy Division Chief (DDC) is one of two DDCs in the Data Operations Division reporting to the Division Chief. The DDC assists the Division Chief (DC) in managing the work of the Division in its key functions. The main duties include overseeing departmental and inter-departmental data management functions, leading strategic initiatives, major change initiatives (special projects such digital transformation projects) and new product development activities.. The DDC may oversee the Division in the absence of the Division Chief.
The role requires a blend of leadership skills, technical expertise in data management, and an understanding of economic and financial concepts and statistics. Key responsibilities include:
Leadership and Management:
  • Oversee day-to-day operations of the data collection, validation, and analysis processes.
  • Manage a diverse team of data analysts, data engineers, and data specialists.
  • Provide mentorship and guidance to new hires and existing staff.
  • Foster a collaborative and inclusive team environment.
Strategic Planning:
  • Assist in developing and implementing the division’s strategic plans and objectives.
  • Identify and address emerging trends and challenges in data management and analysis.
Data Quality and Integrity:
  • Ensure the accuracy, completeness, and timeliness of statistical data collected from member countries.
  • Develop and maintain robust data validation and quality assurance processes.
Collaboration and Communication:
  • Coordinate with other divisions within the Statistics Department to ensure seamless data integration and availability.
  • Serve as a key point of contact for internal and external stakeholders on data-related matters.
Innovation and Improvement:
  • Promote the adoption of advanced data management and operation technologies and methodologies.
  • Drive continuous improvement initiatives to enhance data operations efficiency and effectiveness.
Project Management:
  • Oversee major projects and initiatives within the division.
  • Ensure projects are delivered on time, within scope, and budget.
Minimum qualifications:
Education:
  • A Master’s degree or higher in Statistics, Data Science, Economics, Information Technology, or a related field.
Experience:
  • A minimum of 15 years of relevant work experience.
  • Proven supervisory / managerial experience in a leadership role, managing teams, and overseeing complex projects.
Technical Skills:
  • Strong proficiency in statistical software, data analysis tools, and database management systems.
  • Knowledge of some of the following: modern data management and operations technologies, big data platforms, machine learning / AI.
Soft Skills:
  • Excellent communication and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • Ability to work effectively in a multicultural and diverse environment.
This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment.
