The Statistics Department (STA) provides global leadership on statistical methodologies and standards for the Fund, its member countries, and the international statistical community. It supports Fund surveillance and lending operations to strengthen member countries' capabilities to produce and disseminate macroeconomic and financial statistics for sound policy making. STA collaborates with other Fund departments, donors, and other external partners to ensure that data needs for bilateral and multilateral surveillance and lending operations are met.
STA has an opening in its Data Governance and Services Division (STADS) for a fungible or specialist economist or a specialized career stream to serve as Deputy Division Chief. STADS is responsible for the IMF's data governance framework and coordinates the Fund's data innovation activities in support of the Fund's lending, surveillance, and research programs. STADS supports the development of new data products to meet the data needs of Fund users with a focus on statistical innovation, including data analytics and Big Data. It supports the Fund's data governance bodies in implementing the Fund's strategic priorities for data management policies. The division is also responsible for the technical implementation of the IMF's Data Standards Initiatives and supporting adoption of SDMX within the Fund and in IMF member countries to enhance global data transparency and accessibility. The division manages the IMF's Big Data Center, supporting Fund departments and IMF member countries with resources to engage in innovative projects utilizing data to help address and inform macroeconomic and financial policy development and research. To achieve its objectives, STADS works in close collaboration with other STA divisions and serves as STA's interface with the rest of the Fund on all issues pertaining to the division's mandate.
In coordination with the other Deputy Division Chief and under the supervision of the Division Chief, the Deputy Division Chief will have a key role to play in all these areas. S/he may be called to:
  • Support the development and implementation of the work program of the Data Governance Group and promote the development and monitoring of good data management practice throughout the Fund, including commercial data.
  • Oversee and provide technical leadership for the development and monitoring of new policies, procedures, and guidelines in priority areas of data governance to strengthen the quality of IMF's data assets.
  • Oversee the IMF's Big Data Center, coordinating Big Data projects across Fund departments and the IMF membership to enhance the effectiveness of Fund surveillance, emerging research needs and economic and financial sector policy development.
  • Oversee the technical implementation of the IMF's Data Standards Initiatives, including by providing technical assistance to IMF member countries in promoting modern data management and dissemination practices and adopting machine-to-machine technology to facilitate the timely dissemination of macroeconomic and financial data.
  • Participate in international fora and initiatives promoting sound data management practices, statistical innovation, and access to non-traditional data (e.g., the Development Data Partnership and the SDMX initiative)
  • Lead missions related to implementation of the data standards, capacity development on data analytics, and other areas under the division's purview.
The Deputy will be expected to play an active role in the general organization, management, and supervision of the division, and the recruitment, assessment, and coaching of its staff.
Minimum qualifications
In addition to the qualifications set forth in the job standards, the successful applicant should have an advanced degree in economics, statistics, IT, or a related field, supplemented by a minimum of 15 years of relevant work experience, with supervisory/managerial experience. S/he should have broad knowledge of Fund policies and practices and a strong understanding of the challenges related to the use of data in the Fund's operational work. Important qualifications are proven analytical skills, ability to innovate and motivate and support change, and a strategic approach to addressing challenges. Strong advocacy and influencing skills, and the ability to communicate effectively both orally and in writing are essential. Demonstrated ability to establish effective relationships across a wide range of internal and external stakeholders will be important. The successful candidate should also have proven interpersonal and leadership qualities and strong managerial abilities to effectively help plan, organize, and deliver a wide-ranging divisional work program, as well as manage, coach, and develop staff.
Additional information
This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund's new employment rules that took effect on May 1, 2015.
A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
