International Refugee Assistance Project (IRAP) is Hiring a Policy Deputy Director Near New York, NY

Join and help lead IRAP’s exciting, innovative, and impactful efforts to create and expand pathways to safety for refugees and displaced people!

IRAP is looking for an experienced leader and subject matter expert to join the Policy team and guide IRAP’s U.S. and family reunification-focused pathways work. The Deputy Policy Director will collaborate closely with and report to the Policy Director and supervise a team of 3-5 IRAP Policy professionals.

Responsibilities

  • Work closely with the Policy Director to lead the Policy Department’s work to create and expand pathways to safety for refugees and displaced people, with a particular emphasis on systemic advocacy in the United States and family reunification pathways. 
  • Assist the Policy Director in developing and carrying out a strategic vision and work plan for IRAP’s Policy work, especially in U.S. program priorities, and ensure progress toward stated goals.
  • Develop and maintain in-depth subject matter expertise in U.S. law, policy, and processes for asylum, refugee resettlement, family reunification, and special immigrant visa programs, and leverage that expertise to grow and maintain IRAP’s thought leadership in key policy and advocacy spaces and influence and reputation with Executive Branch officials and Members of Congress and staff.
  • Engage regularly, collaboratively, strategically, and proactively with internal and external stakeholders and key contacts to identify opportunities, address gaps, develop initiatives, gather information, and share recommendations.
  • Ensure the Policy team builds meaningful relationships with community leaders, diaspora groups, client communities, student chapters, forcibly displaced people, refugee-led organizations, and other IRAP departments and programs to build responsive and sensitive strategic policy and advocacy campaigns. 
  • Provide responsive and high-quality direct supervision to at least 2 Policy department staff, including at least one supervisor, as well as work in tandem with the Policy Director to provide management and support to the entire department through subject matter expertise, mentoring, professional development opportunities, and making sure the whole team is kept apprised of, provides input into, and follows organizational policies and procedures.
  • Participate in hiring, training, fundraising, measuring performance, timely responding to staff needs, and other high-level management and leadership functions.
  • Represent and participate in IRAP cross-department meetings such as the Programmatic Leadership Committee and Impact Director and Team meetings.
  • Effectively represent IRAP and/or the Policy department in external meetings, coalitions, and conferences, including working with and providing leadership to IRAP staff on the Bay Area Family Reunification Initiative.
  • Support a positive work experience for the Policy Department and create and maintain an equitable and inclusive work culture.
  • Provide backup to the Policy Director for internal and external tasks, activities, and engagements. 
Requirements- Qualifications
  • Education:
-Law degree or master’s degree in a relevant field. 
  • Experience:
- Five to eight years of U.S. asylum or refugee-related work experience, with a preference for legal representation, adjudication, or executive or legislative-branch policy-making experience. 
- Three years or more experience managing and supervising staff. Experience supervising unionized staff and staff working remotely is preferred.
- Demonstrated experience working with refugees, displaced people, immigrants, or other vulnerable populations preferred.
- Demonstrated experience with external and internal stakeholder engagement.

-Deeply committed to IRAP’s mission and understand the critical role that legal aid, litigation, and advocacy play in advancing the rights of refugees and displaced people worldwide.
-Strong interpersonal and communications skills and the ability to understand and handle sensitive and confidential information.
-Sensitivity to client empowerment and to working with clients of all backgrounds, including LGBTI clients, survivors of trauma, and other vulnerable populations. 
-Demonstrated ability to work collaboratively with program leaders to set departmental priorities and pursue opportunities that come across other departments.
-An optimistic outlook and the humor, integrity, patience, and perseverance necessary to advance efforts to ensure displaced persons have greater access to safety.
-Fluency in oral and written English is required; additional languages are a plus.
Other Job-related Requirements
  • The position requires being within commuting distance to an IRAP office in the United States.
  • This position requires occasional travel to the other office and may require travel to all the locations of IRAP, including but not limited to Berlin, Beirut, and Amman, as well as domestic and international convenings and training.
  • This position might require occasional office availability.

$121,000 - $148,000 a year
The salary will be between $121,000 - $148,000
compensation will be based on education, experience, and internal equity.
Location: The candidate will work in or within commuting distance of the IRAP office in New York, NY or Washington, D.C.
