Scope of work & objectives: 

The Senior Technical Advisor (STA) is part of the ERD Senior Management Team and leads the Regional Cash Technical Advisors in line with the IRC People Management Standards, promoting a positive and empowering working environment. The STA supports the Cash TAs to deliver high quality, effective technical assistance to IRC’s Country and Regional programs, following the IRC TA model. As part of that, the STA also oversees the Cash TA’s capacity strengthening and professional development. In order to foster regionalization, the STA ensures good communication and coordination between the Cash TAs and IRC’s Regional Leaderships. It is also a core responsibility of the STA to contribute to strategic initiatives of the Cash Team/ ERD TU, to support the Cash TAs to do the same and to lead data-driven decision making, operationalization and delivery of both the ERD TU strategy and the application of IRC’s overall strategy (“Strategy 100”). At the same time, the STA supports country programs through technical assistance directly.

Major Responsibilities:

  1. Provide direct remote and on-site technical support and assistance to an assigned portfolio of country programs, supporting the design, implementation, monitoring, and management support for country teams.
  2. Provide leadership, guidance, and support to IRC’s Regional Cash Technical Advisors (TAs) on technical and managerial levels so that they can provide the best possible technical assistance and service-oriented support to IRC country teams and programs. This includes mentorship, training, coordinating experiences, sharing learning, and expert technical guidance.
    a. Hold regular 1:1 meetings with Cash TAs to, for example but not only, answer questions, listen to needs, provide support, set clear expectations and provide immediate, direct feedback. 
    b. Together with Cash TAs, set individual annual goals and support TAs in achieving them, to enable them to fulfill their role as ERD focal point TAs in line with the ERD TA roles and responsibilities matrix.
  3. Establish a culture of care, respect, and inclusivity for Cash TAs to increase staff well-being, motivation, and retention. At the same time, create an atmosphere of performance, accountability, and cross-collaboration, driving improvements in ways of working across the Cash Team.
  4. Elevate and share examples of good practices as accelerators of quality, scale and impact and serve as focal point for knowledge management of Cash TA best practices in the support to country programs.
  5. Provide and harmonize guidance, both technical and procedural, for Cash TAs to ensure high quality cash technical assistance to country programs and support throughout all of IRC’s regions.
  6. Oversee Regional Cash TAs capacity strengthening to enable a more effective country program support by:
    a. Identifying professional development needs;

    b. Finding adequate resources to address the needs;

    c. Ensuring TAs have the time to dedicate to learning and self-learning.
  7. Contribute to IRC’s Partnership ambitions by supporting Cash TAs to:
    a. Identify and map local partners for cash programming and develop partnerships;

    b. Advise country teams and their partners to enhance partner capacities and;

    c. Encourage larger scale/volume and quality of cash programming with local partners.
  8. Support Regional Cash TAs to offer tangible support to country teams following relevant yellow stance IRC Emergency Classifications.
  9. Create strong connections and communication between the Cash TAs and their respective Region and promote the TAs within the Regions, e.g. during quarterly meetings between ERD LT and Regional SMTs.
  10. Serve as key counterpart for IRC-internal cash technical support requests from Regional or country program management and resolve problems or address challenges promptly.
  11. In consultation and collaboration with the Deputy Director for Livelihoods, DD Cash and Markets and STA for Livelihoods, update and refine the ERD focal point model and country coverage on a regular basis to ensure the best possible support to country programs as well as balanced workload of ERD TAs.

External:Represent CVA programming and the IRC in outside meetings of importance with donors, other non-governmental organizations, inter-agency working groups, foundations and other practitioners in the field.

Requirements:

Education: Master’s/post-graduate degree in international relations, economics, agriculture, nutrition or relevant field, or equivalent combination of education and experience are required.

Work Experience: A minimum of 7 years of work experience within a humanitarian or international development setting is required, with 5 years of field-based experience in emergency or crisis contexts preferred. In-depth programmatic experience coordinating emergency response and markets support efforts, conducting in-depth livelihoods/market assessments, and starting-up emergency programming required. Extensive experience in CVA program implementation is essential, additional experience in food security, agriculture, nutrition, WASH, health or protection programming is highly valued.

Demonstrated Skills and Competencies: Strong supervisory skills are required. This position requires strong communication skills, with the ability to effectively articulate strategic vision within the team, throughout IRC and with external audiences. Demonstrated experience in mobilizing and coordinating internal and external stakeholders to achieve common objectives. Expert-level fluency in livelihoods technical terminology, concepts and approaches is essential. Demonstrated commitment to renewing and maintaining currency with best practices.

Language Skills: Excellent spoken and written English essential. Proficiency in French or additional IRC relevant languages (Arabic, Spanish) strongly preferred. 

Working Environment: Travel up to 30% of time.
