Responsibilities:
- Collaborate with the government to devise, implement, enhance, and maintain methodologies, procedures, analytic techniques, and tools compatible with and maximize the use of the customer’s accounting system to enable efficient preparation and submission of monthly DoD departmental financial reports; quarterly financial statements with note disclosures; and customer’s agency financial report.
- Collaborate with the government to devise, implement, enhance, and maintain internal control system over-reporting (ICOFR & ICOFS) to ensure internal controls within and across business processes provide complete and reliable information for financial reporting; efficient and effective mission operation; mitigate risks towards mission accomplishment; provide compliance with fiscal laws and regulation; and inform maintenance and effectiveness of completed corrective actions.
- Manage agency-wide activities to meet the requirements of annual full-scope financial statement audits, DoD payment integrity audits, and other financial-related audits or reviews by oversight organizations or the Office of Inspector General, as needed.
- Conduct activities to remediate financial statement audit findings as approved by management. The Contractor shall also collaborate with the government to provide support to financial topics associated with internal financial audits and inspections.
- Collaborate with the government to enhance, implement, and maintain an agency-wide internal control environment to monitor capital acquisition programs for all capital asset classes (construction-in-progress, software-in-development, leases and leasehold improvements, and personal property) to provide for accurate, complete, timely, and fully supported capital and expense costs reporting on the agency financial statements.
- Active TS/SCI security clearance
- Bachelor’s degree in accounting or business management-related field
- Must have one of the following certifications: CPA, CIA, CFE, CGFM, CDFM
- Minimum eight (8) years of experience in leading Financial Management services and related projects. DoD/Intelligence Community financial management experience or Federal or Commercial financial statement audit experience is preferred.
- Minimum six (6) years of federal financial management experience in roles such as accountant, financial auditor, financial analyst, or financial system analyst
- Minimum six (6) years of subject matter expert-level experience performing one or more of the following:
- Federal Financial Reporting
- General Ledger Analysis
- Audit Liaison
- Audit Remediation
- Process Improvement through Automation
- Documenting and Testing Internal controls Over Financial Reporting or Improper Payments in accordance with FMFIA, PILA, and OMB Circular A-123
- Determining the value of capital assets.
- Intermediate to expert level Microsoft Office proficiency with specific focus on Excel, PowerPoint, and Access
- Strong analytic background
