GENERAL STATEMENT OF JOB
Under limited supervision, provides administrative support to the Board of County Commissioners. Work involves creating, coordinating and maintaining a permanent record of Board actions; ensuring that legally required Board operational processes and procedures are followed; and serving as a program assistant performing a variety of administrative duties in support of County programs. Employee must exercise considerable independent judgment and initiative in completing assignments. Employee must also exercise considerable tact and courtesy in frequent contact with public officials and the general public. Reports to the County Manager.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Serves as Clerk to the Board of County Commissioners; prepares agendas for meetings, gathering information needed for agenda packets and notifying Commissioners, appropriate County staff, news media, and other interested parties of dates and times of meetings; attends Board meetings, hearings, workshops, etc. and composes a full account of all actions taken; indexes and prepares minutes for public inspection; and prepares follow-up correspondence to notify departments and/or individuals of Board actions.
Maintains official records for the County, including minutes, ordinance books, records of County-appointed boards and committees, resolutions, contracts, agreements, and leases, etc.; prepares official copies of documents including ordinances, resolutions, and meeting minutes as adopted by the Board; certifies legal documents on behalf of the County and maintains County seal; and prepares legal advertisements as required by the NC General Statutes to assure the validity of actions taken by the Board of Commissioners.
Schedules and coordinates meeting for Commissioners and other officials as necessary, ensuring availability of rooms, equipment, materials, refreshments, etc. as requested or otherwise deemed necessary; handles scheduling and travel arrangements, including hotel, airline and car rental reservations.
Composes a variety of detailed reports, resolutions, proclamations, ordinances, contracts, legal notices, letters, etc. assuming responsibility for content and format; summarizes data in preparation of standardized reports; and prepares and monitors the annual operating budget for the Board.
Performs research for the County Commission and staff projects and prepares oral and/or written reports as requested.
Assists the County Manager in administrative oversight of a variety of internal and external County programs. Coordinates the Annual County Employee Luncheon; recruits and coordinates volunteers to work in departments to facilitate service delivery; performs a variety of administrative functions including maintaining contact with and assisting program principals and ensuring that the County Manager is apprised of individual boards' decisions, concerns deadlines, upcoming events, etc.
Prepares and submits for publication news releases and/or advertisement notices for public hearings, special Commissioners meetings, changes in schedule of meetings, etc. Updates the County social media with pertinent Board action and serves as back up for the main phone line.
ADDITIONAL JOB FUNCTIONS:
Answers telephone and receives inquiries, providing information based on considerable knowledge of County programs and activities, or referring callers to appropriate personnel or agencies, as necessary, records and routes messages for County personnel, as necessary.
Performs other related work as required.
PHYSICAL REQUIREMENTS
Must be able to perform the basic life operational skills of climbing, stooping, kneeling, crouching, reaching, standing, walking, fingering, grasping, talking, hearing and repetitive motions.
Must be able to perform medium work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift objects.
Must possess the visual acuity to prepare and analyze data and figures, perform accounting tasks, operate a computer terminal, and do extensive reading.
DESIRABLE EDUCATION AND EXPERIENCE
Associate's Degree in Business, Secretarial Sciences or related field and four (4) years administrative or office management experience; or a Bachelor’s Degree in Public Administration, Business, or related field and two (2) years administrative experience; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
SPECIAL REQUIREMENT
Possession of a valid North Carolina Driver's License; Notary Public Certificate or ability to obtain certificate within six (6) months of employment.
