GENERAL STATEMENT OF JOB
Under direct supervision performs standard professional work in the appraisal of real estate for tax assessment purposes.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for performing a variety of real estate appraisal duties in an assigned area of the County, to assure that the final value for real property is valued in compliance with the North Carolina General Statutes and the Iredell County Schedule of Values. Work includes performing on-site inspections and analysis work to appraise standard residential properties, buildings and improvements made to sites, to appraise damaged homes to determine the present value, and to assign appropriate values to parcels created through land splits and combinations. Work also involves researching and gathering information to render an accurate judgment, and involves controversial and appealable decisions. The employee must work with citizens to resolve appeals or to present and defend information on value decisions to the Board of Equalization and Review. Ability to apply, with supervision, the schedule of values from the last County reappraisal. Tact and diplomacy are required in working with property owners and their representatives. Duties subject the employee to inside and outside environments and hazards associated with site measuring tasks on construction projects. Work is performed under direct supervision and is evaluated through conferences, review of work, records and documents and feedback from citizens.
DUTIES AND RESPONSIBILITIES
ESSENTIAL DUTIES AND TASKS
With direct supervision performs standard field listing and assessing duties; appraises residential dwellings, farm, and vacant properties, and building improvements such as pools, piers and storage buildings; determine exterior and interior dimensions of buildings, including the foundation, exterior walls, type of roofing, number of rooms and areas, finishes, types of HVAC, etc.; determines functional and physical depreciation of the structure; photographs properties, documents field measurements and enters property information into tax appraisal software.
Makes decisions as to the quality and construction details of the property being assessed to maintain consistency within neighborhoods; appraises properties by giving the structures or land a fair and consistent evaluation with the market value for tax assessment.
Prepares tax cards for entry into the computer system, making sure the field work needed is legible, complete and the market factor is consistent with other properties in the same neighborhood; enters data into computers from tax cards.
Works land splits in assigned area, appraising subdivisions and tracts of land newly split among owners; re-appraise land affected by rezoning, changing economic conditions or other factors affecting market value.
Work with properties and attempts to resolve any appeals before going to the Board of Equalization and Review; researches and compiles information substantiating values and defends values on appeals before the Board.
Communicates with property owners during the appraisal processes; answers questions from taxpayers, attorneys, appraisers, real estate agents and other regarding questions about tax value, sales, location etc.
The real property appraiser may assist with duties in administration of the present use value program. Duties may include reviewing applications for eligibility; performing on-site reviews, verifying requirements for present use classification and calculating deferred taxes.

RECRUITMENT AND SELECTION GUIDELINES
KNOWLEDGE, SKILLS, AND ABILITIES
General knowledge of the NC Machinery Act and other state statutes governing the administration of tax on real estate and related property.
General knowledge of the standard Valuations Guides and other professional resources, procedures and standards for appraising residential properties, and the transfer of property.
General knowledge of current construction costs and materials, current property values, and future real estate and property issues.
General knowledge of the geographic layout of the County.
General knowledge of the tax listing and assessing procedures.
General knowledge of the application of information technology to assigned duties.
Skills in operation of computers and to use various computer applications in the appraisal process and in the data base applications.
Ability to read and interpret descriptions of land and tax maps; and to sketch construction projects.
Ability to make computations accurately based on fair market value and the available data base.
Ability to establish and maintain effective working relationships with Realtors, attorneys, property owners, contractors, and the general public.
Ability to coordinate and work effectively in appeals and controversial tax evaluation situations.
Ability to communicate effectively in oral and written forms.
Ability to handle the public courteously and tactfully.
Ability to learn policies, processes, and procedures.
Ability to operate a County vehicle to inspect sites.
DESIRABLE EDUCATION AND EXPERIENCE
Experience in real property appraisal; or any equivalent combination of training and experience.
SPECIAL REQUIREMENT
Certification by the North Carolina Department of Revenue as a Real Property Appraiser I within one (2) years of employment.
Possession of a valid North Carolina Driver’s License.
Reference North Carolina Department of Revenue Regulations for Appraisal Certification Levels I, II & III – July 1st, 2017.
