Position Overview

The Social Worker Supervisor III position provides direct supervision to the Investigation, Foster Care and Adoption Social Workers. The position assigns cases to social workers, coordinates the activities of the unit, and supervises the work accomplished through case review, conferences, case staffing and direct supervisory consultation with individual workers on cases. Grade 28
Work Schedule: The agency is open from 8:00 am to 5:00 pm, Monday through Friday. The person in this supervisory position is also responsible, on a rotating basis to be available to the on-call Social Workers for consultation and assistance as needed.
Duties and Responsibilities
Organizing and Directing Work : This worker provides training for staff. Supervisor is responsible for orientation of new workers. Worker translates agency policy and procedure into operational guidelines for day-to-day provision of services. Supervisor arranges for workers to receive formal training outside of the agency through local, regional and state training for both new and experienced staff.
This position makes sure policy regarding both the unit and agency are followed. Work is monitored to ensure that rules and regulations are followed. Meetings are held by the supervisor to inform workers of any new policies being considered which would affect the unit or agency.
Supervisor monitors the work of staff through case staffing, attendance at court hearings, case monitoring for work performance and compliance with policy and through informal conferences with workers. Supervisor monitors day-to-day staff activities to assure compliance with operational standards and established policies. This employee keeps schedules of reviews, case staffings, court reviews, etc. to insure that the needs of the clients are being met and that established goals are being achieved.
Supervisor assigns cases to Social Workers. Position requires monitoring of the foster care, planning, adoption services, Investigations, In-Home, Intake Social workers and Community Social Services assistant. Supervisor must review caseloads and work performance on an ongoing basis to access the needs to insure program goals are being met. This position may provide direct services in the areas of adoption, foster home recruiting and licensing, investigations, In-Home services and Intake. Supervisor is also responsible for reporting to the Social Work Program Administrator and Director as to the needs and issues which have an impact on the overall service delivery program of the unit.
Planning : The supervisor sets priorities for staff by determining areas of greatest service needs. Supervisor serves as liaison with other service provider agencies, councils and special interest groups and participants in interagency staffing/interdisciplinary team meetings to assess services needed and availability of resources. This worker develops goals of operation for this unit as a result of review and interpretation of statistical information gathered, worker daily reports of services to clients, annual reports, and information received from the community, other agencies and input from staff. This employee, along with other supervisors, provides input to Director to assist in short-term, as well as long range planning for the unit and agency.
Financial Management : Supervisor has input into the planning for services that involves determining budgetary requirements and needs. Supervisor monitors expenditure of certain funds such as county funds, donated funds and client accounts. Supervisor also monitors compliance of documentation by subordinate workers to secure foster care funding. Supervisor may design and deliver training curricula or provide on-the-job training opportunities for supervised staff.
The Supervisor shall be accessible to the staff supervised at all times. The person in this position will delegate appropriate responsibilities to other staff including the responsibility of supporting the work of other staff during their absence. This employee will guide employees in the assessment of services or placement needs of children; the development of psychosocial assessment of case goals/objectives and/or case plans for children and their families; and the implementation of the case plan. Supervisor monitors workers' productivity and activity. This employee serves as a consultant to other supervisors or employees. Supervisor may design and deliver training curricula or provide on-the-job training opportunities for supervised staff. Supervisor may offer support Foster Care Recruiters by gathering and analyzing data in order to inform recruitment campaigns regarding potential adoptive and foster family resources to meet the placement needs of children in custody. Supervisor may review and approve foster home studies, certifications and placements.
Counseling and Discipline : Supervisor is responsible for working with staff to understand any problems regarding work or personal problems that affect their work performance. Mediates conflicts between workers. This person must be available to the community to receive complaints or concerns regarding subordinate workers and to facilitate a resolution, if needed. This position reports directly to the Social Work Program Administrator and/or Director regarding employee behaviors, which may result in disciplinary action. Supervisor counsels with workers regarding their anxieties, insecurities, and frustrations with difficult cases and assists workers in developing coping mechanisms to deal with the stresses of their jobs.
Other Personnel Functions : Employee assists in interviewing job applicants and makes recommendations to the Social Work Program Administrator and Director, with whom the final decision rests. Evaluation of work performance of subordinate workers is completed on an annual basis by the supervisor. This employee also approves requests for vacation leave and overtime work.
Education and Experience
Master's degree in social work from an appropriately accredited institution and two years of directly related experience; or a bachelor's degree in social work from an appropriately accredited institution and three years of directly related experience; or a master's degree in a human services field from an appropriately accredited institution and three years of directly related experience; or a bachelor's degree in a human services field from an appropriately accredited institution and four years of directly related experience; or a bachelor's degree from an appropriately accredited institution and five years of directly related experience; or an equivalent combination of education and experience.
Knowledge, Skills and Abilities
Knowledge of methods and principles of casework supervision and training. Considerable knowledge of social work principles, techniques and practices and their application to specific casework and community problems. Considerable knowledge of behavioral and socioeconomic problems and their treatment and governmental and private organizations and community resources. Considerable knowledge of the laws, regulations and policies which govern social work programs. Ability to supervise, train, or orient social workers, student interns, or other staff. Ability to express ideas clearly and concisely and to plan and execute work effectively.
