Vice President, Broker Dealer/Swap Dealer Capital Reporting Lead

Responsibilities:

The US Regulatory Controllers is an integral part of the Finance Controllers Group within Corporate division of Jefferies. The team is responsible for the regulatory policy making and production reporting processes and controls for capital, customer protection and FOCUS reporting for the institutional broker dealer and swap dealer while maintaining the primary interface with its regulators (SEC/FINRA and the CFTC/NFA) for financial responsibility matters involving the regulated entities in the United States. 

The primary purpose of this key strategic VP position is to manage the sub function of the various broker/swap dealer reporting as it relates to capital reporting requirements by the SEC and CFTC along with the various designated examining authorities which have oversight over the regulated entities. This role will serve as the first line of defense in a controlling capacity for the requisite information that is required as part of the daily/weekly/monthly reporting cycle as well as catering to ad hoc requests for regulatory information both internally and externally.

This role has extensive coverage of the 3 pillars of the regulatory financial responsibility framework, namely: net capital, customer protection and regulatory financial reporting while maintaining and ensuring the status quo for internal controls over regulatory compliance. This role will have an exposure to a broad range of Jefferies business and product cases while interfacing with various audiences amongst key infrastructure areas such as Front Office, Operations, Risk, Legal, Compliance and Treasury. Additionally, the role will also provide an opportunity to be part of the strategic change process in the development and evolution of the regulatory control environment within and beyond the Finance Controllers while maintaining key relationships as well as developing key management information metrics and reporting to senior management and external stakeholders.

Key accountabilities are as follows:

Regulatory Production Reporting:

  • Primary lead the regulatory calculations for 18a-1 Swap Dealer/15c3-1 Broker Dealer Net Capital calculations involving the application of key SEC/DSRO rules and ensuring consistency/compliance to prevailing internal regulatory policies on daily/weekly/monthly basis;
  • Key project role in transforming the production process for the existing net capital calculations;
  • Preparation and coordination with other Regulatory Controllers lead managers of the various elements of the monthly FOCUS report and other supplemental schedules along with related analytics of the balance sheet and financial reports;
  • Analysis for bespoke and metric reporting for senior management and targeted management information for various infrastructure areas;

Regulatory Controls and Risk:

  • Strong advocacy for control compliance under SEA Rule 18a-7/17a-5 and lead interface with risk control areas and external auditors;
  • Identify, develop and transform areas for improvement of regulatory reporting processes and controls;
  • Sustain and evolve the key finance/regulatory control framework to ensure coverage for policies and procedures while recommending enhancements if needed to comply with SEA 17a-5 Internal Control Over Compliance;
  • Development of controls and safety checks to risk manage the reporting process for 15c3-1/15c3-3/FOCUS;
  • Independently challenge results and drivers for key calculations/inputs from dependencies as a key controller function of the regulated entities;

Strategic Objectives

  • Working closely with the Head of US Regulatory and Capital SVP leads in the development of sound regulatory policies for implementation and operationalization into processes and controls;
  • Representation in both internal and external forums involving both current and proposed regulatory topics impacting the swap dealer/broker dealer customer protection matters;
  • Identify and develop regulatory analytics and management information to assist senior management in addressing areas of concern or optimization;
  • Partner with key infrastructure areas in delivering strategic analysis for capital usage efficiencies as well as process/control effectiveness;
  • Lateral cross training with team members while creating opportunities for team growth and development;

Required Background & Skills:

  • 5 years of experience in the Broker Dealer/Swap Dealer Industry, preferably experience in daily 15c3-1/18a-1 reporting;
  • Strong knowledge proficiency of SEA Rule 15c3-1/15c3-3/18a-1 and 17a5 and relevant FINRA/CFTC/NFA rules;
  • Proficiency and advance knowledge of the accounting, product, regulatory and operations aspects of a Broker Dealer/Swap Dealer;
  • Strong PC skills (Microsoft Suite and other advance applications like Adenza/RBH Qliksense/ Alteryx) preferred ;
  • Effective project change management and communication skills
  • Strong attention to details and analytical aptitude;
  • Ability to build relationships across team while fostering a strong control environment and raise regulatory awareness;

Primary Location Full Time Salary Range of $150,000 - $210,000

The salary offered will take into consideration an individual’s experience level and qualifications.
