The Motor Vehicle Branch Manager for the Arvada Office is responsible for actively leading the operational activities of this branch office. Responsibilities include ensuring compliance with departmental policies and procedures, as well as state regulations; interpreting and administering pertinent laws and regulations; processing legal documents and collecting taxes and registration fees; providing exceptional customer service and customer loyalty through positive consultative interactions; performing various accounting functions; and builds a high performing team through coaching and development.

Schedule: This position requires regular on-site/in-office work and operates on a 4-day workweek (Monday-Thursday, 7:15am-5:45pm)

Compensation:

Hiring Range: $68,000 - $80,000 USD Annual

Compensation will be determined based on education, experience, and skills. Additional compensation for Spanish bilingual skills is available.

Essential Duties:

Provide direct leadership, communication and coaching to motor vehicle staff:

  • Assign, direct and supervise activities of motor vehicle staff. Provide leadership and coaching to help employees meet individual and department goals. Assist and advise subordinates, as necessary, resolving problems as non-routine situations arise.
  • Communicate new policy and procedures. Conduct office meetings to ensure employees understand changes.
  • Assist employees with acceptable and non-acceptable documents, making sure they are up to date on the newest laws and statutes.
  • Submit records and reports as required by county management.
  • Analyze employee statistics and maintain statistical records of transactions.

Customer Services:

  • Respond to customer inquiries or complaints in person, by phone or by email.
  • Resolve problems as situations arise.
  • Provide information based on knowledge of statutes and procedures.
  • Refer callers to appropriate personnel and assist subordinates in dealing with challenging customers and/or difficult situations.

Maintain records and reports:

  • Establish and maintain a variety of files, reports, and records such as monthly and daily statistics, bi-monthly time use reports, scheduling, evaluations and personnel files.
  • Review subordinate work to ensure accuracy of reports.
  • Provide customers with copies of various documents as requested and prepare complete evaluations.

Maintain liaison with the state of Colorado to keep up-to-date knowledge of statutes and legislation.

  • Ensure compliance with motor vehicle statutes and regulations, as well as elections and recording.
  • Ensure adherence to state statutes, policies, procedures and standards.
  • Attend meetings, training classes, seminars and conferences to build technical knowledge and leadership skills.

Office Management:

  • Ensure proper maintenance of equipment. Coordinate with IT support to run appropriate computer scripts, updates and programs.
  • Notify appropriate entity of issues or actions needing to be done.
  • Implement security measures for employees.
  • Performs daily office of opening and closing duties. Prepare daily bank deposit. Verify monies received by employees. Review, prepare and balance daily deposit. Process change orders, count cash, secure safe and spot check the inventory.

Supervises staff in area of responsibility.

  • Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action.
  • Conducts performance evaluations and communicates short- and long-term goals and objectives. Submits personnel records and reports as required by the County. Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures and standards. Communicates changes in policy and procedures to direct reports and implements them as directed.

Qualifications:

Minimal Qualifications:

  • High School Diploma or GED;
  • Plus, a minimum of three years experience in a business or government related field;
  • Or an equivalent combination of education & experience.

Preferred Knowledge, Skills and Abilities:

  • Preferred - Notary Public within 1 year of date of hire.
  • Preferred - Deputy of County Clerk within 1 year of date of hire.
  • Preferred - Related Specialized Training (MV, Dept of Revenue, Clerk & Recorder exp)
  • Demonstrated experience managing an office budget required
  • Strong written and oral communication
  • Strong leadership, mentorship, and/or supervision skills
  • Strong customer service skills and experience with high volume customer contact
  • Ability to explain complex rules and regulations to customers who may be unfamiliar with or challenge the statute driven requirements for fees.
  • Ability to problem solve by utilizing resources/researching to find solutions that are best for the customer.
  • Independent critical thinking and analysis
  • Demonstrating initiative, innovation, and resiliency
  • Ability to articulate clearly and effectively to a diverse constituency.
  • Experience with Microsoft Office/Microsoft 365/Sharepoint
