The Building & Grounds Supervisor is responsible for the supervision of building and grounds technical staff, and the coordination of construction, remodels, repair, preventive maintenance, grounds keeping and Turf Grass Management of County facilities.
This position works under the direction of the Buildings & Grounds Director and oversees the building and ground technicians using a systematic approach to ensure all work is completed in a safe manner with the highest degree of craftsmanship. Administers scheduling of preventive maintenance, safety training, and all maintenance related software programs. The Building & Grounds Supervisor serves as a member of the Buildings & Grounds management team and provides leadership and supervision for the Buildings & Grounds Department. Acts on the Building & Grounds Director’s behalf by assignment or delegation in the director’s absence.
- Directly supervises the building and grounds technicians and oversees the operation of all preventative and necessary maintenance and repairs of all County buildings, equipment, and grounds, including the mechanical and electrical systems.
- Calls for necessary technical assistance when required and provides repair cost estimates to the Building & Grounds Director.
- Inspects, maintains, and repairs mechanical equipment, heating, ventilating and electrical systems; maintains replacement parts inventory and requisitions when necessary.
- Direct and monitor activities of Building and Grounds Technicians to ensure that instructions are followed, deadlines are met, and schedules are maintained.
- Inspect completed work to ensure conformance to specifications, standards, and contract requirements.
- Establish and enforce operating procedures and work standards that will ensure adequate performance and personnel safety.
- Schedule work for crews, depending on work priorities, crew or equipment availability, or weather conditions, coordinating work activities with other departments and needs.
- Train workers in tasks.
- Inventory supplies of tools, equipment, or materials to ensure that sufficient supplies are available, and items are in usable condition.
- Assists the Building & Grounds Director with personnel-related activities, such as hiring workers, evaluating staff performance, authorizing leaves or processing time sheets or taking disciplinary actions when performance problems occur.
- Provide workers with assistance in performing duties as necessary to meet deadlines.
- Investigate work-related complaints to verify problems and to determine responses.
- Performs a variety of carpentry work in remodeling buildings and facilities, including glass replacement.
- Turf Grass Management.
- Maintenance of Park and Cemetery facilities.
- Operation and repair of large irrigation systems, including pumps.
- Maintain, repair, and replace domestic and wastewater systems within County facilities. Maintain and repair specialized equipment or machinery located in County facility buildings in County parks, cemeteries, fairgrounds, and correctional buildings, kitchens and laundry, including hot water boilers, fire suppression and security camera systems.
- Diagnose mechanical problems and determine how to correct them, checking blueprints, repair manuals, or parts catalogs, as necessary.
- Operations of dump trucks, backhoes, tractors and mowers.
- Demonstrated ability to read and understand blueprints.
- Repair of pneumatic actuator systems.
- Maintains records on all maintenance and repair activities.
- Ensures all safety procedures are being enforced.
- Oversee snow removal and ice control on all County grounds and facilities.
- Supervise/train/work alongside inmate work crew at various county properties.
- Works with maintenance software program for repair orders, work orders and completion notices.
- Workweek may vary, requiring being on-call at times.
- Regular attendance is an essential function of the position.
Performs other duties as assigned that support the overall objective of the position.
Knowledge and SkillsThe Buildings & Grounds Supervisor must be knowledgeable about effective management techniques, budget preparation, principles and practices materials and methods of building and grounds operations.; contract administration; applicable laws, and regulatory codes related to the design and construction of department projects, and effective supervisory skills and techniques. Advanced knowledge of commercial/industrial building maintenance and physical plant operation and equipment. Intermediate to advanced knowledge of electricity and HVAC. Advanced knowledge of Turf Grass Management. Advanced knowledge of pesticides. Advanced knowledge of playgrounds Advanced knowledge of large irrigation systems. Advanced knowledge of locksmithing including Grand Master systems. Good computer skills with knowledge of software.

Physical AbilitiesAbility to stand, walk, stoop, bend, kneel, crawl or climb ladders, and to lift, push, pull or carry more than 50 lbs when necessary. Ability to use rapid finger, hand and arm movement on occasion. Ability to be in close/limited areas or spaces. Must be able to work in adverse weather conditions. Position requires post-offer physical capacity test based on the job description.
Education and ExperienceHigh school diploma or equivalent. Four years of building and grounds experience and certification or Journey level experience in related trade field such as Building Operator Certification (BOC), Turf Grass Management, or HVAC / Electrical.
Licenses and CertificatesA valid Oregon driver’s license and an acceptable driving record. Must possess or obtain within one year a Backflow Testing Certification. Must be able to pass a Criminal Background Check. Ability to obtain and maintain other certifications including Playground Inspector, Pesticide Applicators, and Building Operators Level I & II.
Working ConditionsWork is performed indoors and outdoors where some safety considerations exist from physical labor and handling of light-to-medium weight, yet awkward materials. Must be able to work outside of the normal workweek as necessary.
Probationary RequirementThis position is based on the successful completion of a twelve-month probationary period.
