EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT EAST JEFFERSON VACANCY IN THE DEPARTMENT OF HUMAN RESOURCE MANAGEMENT AND FUTURE VACANCIES AS THEY OCCUR.Under general supervision, the purpose of the position is to Supervises a team of Human Resource Managers. Employee in this class will deliver coaching, counseling, development and educational opportunities; as well as evaluate work performance and approve/disapprove leave requests. This position administers and coordinates activities of the Substance Use Program and mandated drug and alcohol testing activities, including random, post-accident and reasonable suspicion drug testing. Oversees the review and approval process of pre-placement physicals and drug and alcohol testing results for prospective new hires and current employees. Notifies the Appointing Authority of positive drug and/or alcohol test results; advises the appropriate actions required by the Substance Use Policy. Works with Training Division to develop training programs and build positive relationships with new employees to help improve employee satisfaction, retention, and productivity. Assists Appointing Authorities and supervisors in preparation and effectuating of employee disciplinary actions, attends fact-finding conferences and pre-disciplinary hearings to represent the interest of the Appointing Authorities. Counsels supervisors on specific employee problems, and recommends and assists with implementation of appropriate corrective action. Investigates employee problems; hears employee complaints and grievances. Performs related work as directed. Position requires driving of a personal vehicle, thus possession of a valid driver’s license, acceptable driving record, and personal automobile with minimum liability insurance available for business use (business travel is reimbursed on a mileage basis) will be given preference.
Meets one of the following options:
I. Possession of an accredited Bachelor’s degree; plus, current employment with Jefferson Parish and permanent civil service status in the classification of Human Resource Manager, with significant experience (approx. one year) in that capacity.
OR
II. Possession of an accredited Bachelor’s degree with major coursework in Human Resource Management, Psychology, Business, Public Administration, or a related field. Plus, four (4) years of paid experience performing human resources work, including one (1) year in a role with supervisory, managerial, or program oversight duties which involve the application of HR policies to employee relations disputes or the coordination of a substance use program or employee health/wellness program.
OR
III. Possession of an accredited Master’s degree Human Resource Management, Psychology, Business, Public Administration, or a related field. Plus, two (2) years of paid experience performing human resources work, including one (1) year in a role, as described in Option II.
Preferred: Possession of a professional HR certification from SHRM or HRCI is preferred.
Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate.(ENTRANCE AND PROMOTIONAL)
The examination may consist of a written test, a rating of training and experience, an oral panel interview or any combination thereof. Acceptable applicants will be notified of the time, date, and place of any assembled testing.
