Job Description
  • Provide Information Technology (IT) acquisition management support, which includes acting as advisors on the acquisition development package and activities, including acquisition plans, request for proposals, proposal evaluations, Service Level Agreements (SLA), Key Performance Indicators (KPI), Operating Performance Indicators (OPI) and Operating Level Agreements (OLA) development and implementation, price evaluation memoranda, selection recommendation reports, agreements, task orders, contracts, and modifications.
  • Synthesize and refine business and IT needs into a actionable draft requirements; document and provide recommendations regarding IT acquisition best practices in the areas of cloud, data, and security.
  • Assist the Technical Manager (TM)/Program Manager (PM), and Oversight Manager (OM) in drafting various artifacts required in the procurement request package while ensuring appropriate Chief Information Officer Organization (CIOO) enterprise strategy, architecture, and governance requirements are incorporated.
  • Participate in the development of milestone schedules.
  • Perform market research to assist with requirements definition and strategic sourcing.
  • Assist with responses to vendor questions and facilitate vendor discussions.
  • Analyze cost or price proposals and provide recommendations to FDIC personnel.
  • Support and facilitate meetings as needed.
  • Provide acquisition governance program management support and maintain acquisition governance procedures.
  • Perform coaching and mentoring in acquisition activities as needed.
  • Prepare and process multiple and varied documents required for all phases of technical evaluation of proposals received in response to solicitation.
  • Develop comprehensive, well-documented, accurate, and credible cost estimates for new procurement requirements. Account for all possible costs associated with the contract, document influencing assumptions and data sources, assess and benchmark costs most likely to be incurred, and standardize assumptions across contract vehicles when possible.
  • Maintain electronic records.
  • Assist with Post-award functions including the creation of electronic files, SharePoint sites, financial tracking, and accruals.
  • Perform analysis and provide recommendations related to acquisition policies and procedures.
  • Review how the proposed SLA structure will be put into operation both in terms of what is to be expected from vendors and of CIOO and how the information will be used to manage vendor performance.
  • Specifically address what information is to be provided, from where it will be derived, and in what format it will be presented to the FDIC.
  • Collect and analyze contract data for reporting purposes, support ongoing trend and detailed analyses across the CIOO vendor ecosystem with regard to performance, financials, and service delivery.
  • Provide analysis and recommendations on single-points of failure and bottlenecks found in the acquisition process that inhibit the workflow.
  • Assist in the development of artifacts to support the acquisition processes to include:
  • Draft meeting schedules, agendas, expectations, and standard processes.
  • Creation of job aids and training materials.
  • Develop CIOO acquisition best practices recommendations.
  • Develop and maintain documents, which include, but are not limited to reporting templates/guidelines and policies for CIOO contract governance.
  • Create tools where needed or utilize existing tools to support management of the governance framework, support analysis of vendor responses and negotiation activities.
  • Develop training materials for the panel members to review the scope and contract solicitation requirements.
Job Requirements

Education:

Bachelor’s degree required Experience Level: Seven (7) years specialized experience in commercial or government contracting.

Experience Level: A minimum of Seven (7) years demonstrated experience in the Federal acquisition process.

Qualifications and Skills:

  • Extensive IT Acquisition experience from the contracting, program side, or a combination thereof. This experience must include successfully playing a substantial role in the award or management of complex, large dollar IT and IT professional services acquisitions.
    An in-depth understanding of the federal contracting process inside or outside of a FAR regulated environment.
  • Experience drafting actionable acquisition packages for enterprise IT requirements, including the requirements documents, IGCE, Market Research, and Acquisition Plan.
  • Demonstrated expertise with current technology and IT Acquisition trends and terminology.
  • A proven highly skilled communicator, both verbally and written.
