Job Description

Duties

The candidate will use extensive experience and judgement to plan, account for, control, and manage both Government furnished, and Contractor acquired government property in accordance with the Federal Acquisition Regulations, FAR 52.245-1 and the NASA FAR Supplement 1852.245-71. NCS property includes, but is not limited to: exhibits, space hardware, artifacts, artwork, models, electronics, shop tools, machinery, furniture, and materials. 

• May direct, guide, and coordinate activities of team/teams of property personnel performing complex activities
• Responsible for performing self-assessments and ensuring the Property Management System remains in an approved status
• Responsible for operations related to Government Property administration covering the FAR property outcomes 
• Develop metrics related to internal control goals and objectives for program/project/event audited
• Implement program control documents to ensure Property Custodians and end users have the property knowledge needed to operate government property 
• Responsible for all aspects related to Property Survey Reports, ensuring sufficient information is provided to support a clear understanding of the circumstances 
surrounding the loss, damage, or destruction of Government property, developing, implementing, and monitoring corrective actions 
• Develop, maintain, and implement property procedures covering the property outcomes.
• Responsible for ensuring adherence to applicable regulations, policies, and procedures
• Responsible for generating routine and/or ad-hoc reports for management and customers
• Responsible for ensuring stewardship of government provided property at all NCS supported NASA Centers. 
• Responsible for developing, submitting, implementing, and maintaining the NCS approach to controlling and managing GFP and IAGP during the performance of 
this contract. 
• Ensure the NASA Electronic Submission System (NESS) is submitted as applicable
• May interface with OCOMM management and/or OCOMM customers, and NCS contract administration team (e.g., Contracting Officer (CO), CO Representative 
(COR), Task Monitors, etc.)
• Additional duties include Safety Manager and other duties as assigned 
• This is a remote position, requiring some on-site work and travel

Job Requirements

Responsibilities

• Bachelor’s degree in appropriate area of specialization from an accredited college or university
• Fifteen (15) years of relevant experience
• Advanced oral and written communications, writing and editing and problem sollving 
• Ability to work independently 
• Understanding and applying FAR 52.245-1 and NFS 1852.245-71 requirements
• Prefer a candidate with a NASA background and familiarity with the NASA FAR Supplement (NFS) 1852.245-71, NPR 4100.1, 4200.1, and 4300.1.
• Prefer a Certified Professional Property Manager (CPPM)
• Preferred knowledge of industry leading standards, such as ASTM E53
• Preferred background in Safety Management
• Knowledge of auditing techniques
• Proficient in Microsoft Office products to include Word, Excel, PowerPoint, and SharePoint

Physical Requirements

The physical demands described herein are representative of those which may need to be met by an employee to successfully perform the essential functions of the job. Employees must possess the ability to work in an office environment.

If required, employees must be able to operate a motor vehicle which may require sitting for prolonged periods of time to visit other company sites. Must have hearing and speech to communicate in person, before groups, and over the telephone. Standing in work areas and walking between work areas may be required. This position may require an employee to bend, stoop, kneel, crouch, crawl, climb or balance, reach, push, and pull. The employee may also be required to lift and/or move up to 20 pounds.
