REPORT TO: Superintendent of Schools
FUNCTION :

Under authority delegated by the Superintendent, administer, direct, and supervise the conduct of all business affairs of the District. Direct and supervise the District's transportation services, including the development of bid specifications and selection and monitoring of service delivery. Direct and supervise Food Service Operations and Building Support Services.
QUALIFICATIONS:
  1. Illinois Administrative Certificate with Chief School Business Official endorsement.
  2. Five years experience in Business Management or Fiscal management responsibility of the annual budget of the district.
  3. Extensive experience in accounting, business management, fiscal planning, with academic training in business administration or accounting.
  4. Knowledge of school district operations, National and State Educational legislation, the Illinois School Code, and the Illinois Program Accounting Manual.
  5. Demonstrated capabilities in business administration and Fiscal management.

SUPERVISES INDIRECTLY:

All non-certificated employees of the Business Department, Buildings Support Services, Food Service, and Transportation Services.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Ensures compliance with all State and Federal Guidelines.
  2. Directs and supervises District's Transportation Services, bid specifications, and selection and monitoring of service delivery.
  3. Directs and supervises Food Services Operation and Building Support Services.
  4. Creates and maintains the necessary systems, records and procedures required to clearly report the fiscal management and business affairs of the District to comply with the Illinois School Code and Accounting Manual.
  5. Develops bid specifications for construction related services.
  6. Recommends to the Superintendent the award of contracts for purchase of equipment, materials and services for the district.
  7. Regulates the use of school buildings after the regular school day, and the community use of District facilities in order to protect the best interests of the district.
JOB RESPONSIBILITIES:
  1. Prepare recommendations on the anticipation and projection of the impact of National, State, and local legislation upon the fiscal planning of the district. Evaluate resources, situations, and conditions.
  2. Communicate all unusual or divergent conditions that may occur, which will affect the fiscal or business affairs of the district.
  3. Analyze all the financial and statistical information necessary for all departments to assist them in the preparation of their annual budget.
  4. Prepare the annual budget for the Department of Business and Financial Services.
  5. Consolidate the annual budget for all departments within the District with specific emphasis on the calculation of, and with responsibility to project anticipated income to the District, from all sources.
  6. Cooperate with all department heads in securing, retrieving, and providing current data on all statistical and financial information.
  7. Monitor and report the status of all department budgets on a monthly basis, identifying both plus and minus variances, by account code.
  8. Establish, maintain, and supervise the accounting systems necessary to conduct the financial and business affairs of the District.
  9. Provide a monthly treasurer's report to the Superintendent on the cash status of all funds, plus the status of all Federal and State projects.
  10. Provide the proper safeguards for the custody of public funds.
  11. Confer and cooperate with the Assistant Superintendent for Equity and Student Services, Assistant Superintendent for Curriculum and Instruction, Chief Officer of Technology and Innovation to determine, establish and maintain the financial data necessary for compliance with grant requirements.
  12. Supervise the preparation of, and is responsible for, the accuracy of all financial reports compiled by the District, as well as all forms necessary and connected with making claims for Federal and State reimbursement.
  13. Supervise all warehouse, storage, inventory, and fleet for the District.
  14. Monitor, review and report the insurable values of physical assets of the District and all buildings and contents. Administer the insurance plan for the District.
  15. Serve as a member of the District's negotiating teams as designated by the Superintendent.
  16. Direct and supervise the Director of Building Support Services to identify physical plant needs; plan for continuous operation and mechanical maintenance of buildings for all educational purposes.
  17. Identify, recommend for appointment and monitor the District's Asbestos Coordinator.
  18. Perform the duties of Treasurer of the school district, signing all accounts payable checks after checking all vouchers to be sure all payments are accurate and timely.
  19. Invest idle funds in order to obtain maximum interest earned on investments.
  20. Identify cost saving measures to maximize use of funds.
  21. Maintain deeds to all property owned for the benefit of the school district.
  22. Attend all regularly scheduled monthly meetings of the Board, and such cabinet meetings and conferences as called by the Superintendent.
  23. Evaluate and review the performance of the Manager of Accounting Services, Director of Buildings Support Services, Coordinator of Transportation, Director of Food Service, and Administrative Secretary.
  24. Serve as Chairperson to the District Insurance Committee.
  25. Oversee transportation routing and daily transportation operations.
  26. Recommend construction projects to the Superintendent and Facilities Committee.
  27. Other duties and responsibilities as assigned by the Superintendent.
