Under general direction, is responsible to assist in meeting the Texas Center on Environmental Quality mandated requirements for the six minimum control measures (MCMs) of small municipal separate storm sewer systems (MS4); be actively engaged in public education and outreach of the Bexar County Storm Water Quality Program; be actively engaged in public involvement and participation in events that foster an effective Bexar County Storm Water Quality Program; be capable of providing inspections for illicit discharge detection and elimination; be capable of providing direction for permitting purposes of construction sites; be capable of providing inspections of best management practices (BMPs) of construction sites; and performs related duties as required. Duties and Responsibilities
Observes and inspects progress of construction projects and verifies location of storm water pollution prevention plan (SW3P) measures
Trains all Construction and Storm Water Inspectors in all aspects of land development construction, inspection methods, writing daily construction progress reports, time statements and construction estimates
Conducts field inspections utilizing Bexar County Storm Water electronic inspection tools
Obtains field soil and construction material samples for laboratory analysis
Coordinates with utility companies on construction projects
Prepares daily log and progress reports on construction projects
Assists Storm Water Quality Engineer in assessing, analyzing and making recommendations regarding various storm water quality related issues
Assists in final inspection of construction projects
Performs related duties as required
Minimum Qualifications
Graduation from High School or General Education Development certificate, supplemented by college course work or vocational training in construction technology, and three (3) years of experience in the inspection of general building construction; or an equivalent combination of education and experience
Good knowledge of all phases of general building construction procedures to include materials, methods, plans and specifications; knowledge of utility specifications; knowledge of safety standards and practices knowledge of proper best management practices (BMPs)
Ability to operate survey instruments; ability to read and interpret construction plans; ability to perform engineering calculations utilizing algebra, geometry and trigonometry; ability to communicate effectively with diverse groups of individuals utilizing tact and diplomacy; ability to operate basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, contractors and the general public
Must secure and maintain a favorable background investigation and clearance
Must clear a pre-employment physical and a pre-employment drug screen test
Must have valid Texas driver's license
Required to be on-call 24-hours a day
May be required to work more than 40 hours during the workweek
Working Environment and Physical Demands:
Working conditions are primarily outside with exposure to temperature variations, and varied weather conditions; occasionally moves about the office
Occasional exposure to insects, insect and animal bites, flammable liquids, cramped work areas, dust, poisonous plants, oily surfaces, high noise areas, unfavorable fumes, vapors and hazardous chemicals
Frequently moves, lifts and carries items weighing up to 10-100 pounds
Frequently communicates with others; must be able to exchange accurate information
Constantly operates a computer and other office productivity machinery
Must be able to perform all physical requirements of the position
