DescriptionThe MEL Director will be responsible for the leadership, coordination, and implementation of the MEL strategy for the Task Order. An important part of the role will be to work with numerous stakeholders to advance the learning agenda and contribute to knowledge at the global and country level about what it takes to strengthen health supply chain and pharmaceutical systems. The MEL Director is a member of the Senior Management Team of the project and reports to the Task Order Director.
Responsibilities
  • Finalize the project’s theory of change, conceptual framework and MEL plan;
  • Design, manage, and implement systems to ensure quality monitoring and reporting of the project’s MEL Plan for both core and field activities;
  • Foster a culture of collaborative learning and adaptation (CLA) within the project, ensuring that MEL and research activities are timely, relevant, and used iteratively to improve program performance;
  • Establish and monitor defined M&E indicators; ensure data is reviewed and utilized throughout program implementation and provided to senior management team for CLA approaches;
  • Participate in global knowledge sharing and learning forums and working groups to ensure a feedback loop between country learning and global policy conversations;
  • Establish and maintain close working relationships with other NextGen CompTA awardees, USAID Washington, USAID Missions, and country-level stakeholders, designing and promoting user-centered information and KM system development and collaborative and respectful production of learning products;
  • Collaborate with all stakeholders to designing and implementing a learning agenda for capturing gaps, lessons learned, best practices for use throughout NextGen CompTA;
  • Support collaboration, communication, cross-learning and sharing across between CompTA Task Orders and other projects in the NextGen suite of awards;
  • Work as part of the Senior Management Team, supporting the Activity’s strategic vision, ensuring collaboration between functional areas, and supporting effective implementation of activities; and
  • Review and synthesize data with the technical team to strategically inform the decisions leading to reports and all technical deliverables.
Qualifications
  • Master's degree in public health, international development, statistics, epidemiology, population sciences, or related degree;
  • Minimum of 10 years of relevant experience working in international health projects in a technical capacity, preferably at least 5 years with complex USAID-funded projects;
  • Demonstrated applied skills in MEL methods and use of data for service strengthening/technical assistance projects/programs, ideally in supply chain or pharmaceuticals;
  • Experience on large complex global programs that are centrally funded and have a multi-country presence;
  • Demonstrated leadership experience working with other technical experts in MEL and research in the international community and at the host country level;
  • Ability to manage and collaborate with a globally dispersed team;
  • Ability to convey MEL results to non-technical stakeholders and generate interest in the use of MEL data/results for programmatic improvements;
  • Strong managerial and supervisory experience required; and
  • Exceptional communication skills, particularly on data, in written and spoken English required.
