Juárez & Associates, Inc. (J&A) is seeking a strong development leader for the Chief of Party (COP) position to lead the anticipated U.S. Agency for International Development (USAID)-funded “Program Cycle and Monitoring, Evaluation, Collaboration and Learning Support” activity in Peru. The activity seeks to provide technical support and services on relevant areas of the USAID program cycle by supporting effective planning, robust design, performance reporting, evaluations, and special studies. In doing so, the activity will leverage Data Quality Assurance (DQA), Monitoring, Evaluation & Learning (ME&L), and Collaborating, Learning and Adapting (CLA) approaches and use GIS, DIS and knowledge management (KM) at all levels to support programs and activities from Peru's bilateral and South America Regional (SAR) portfolios and USAID missions in South America. The objectives of this activity include:

· strengthening USAID’s program cycle systems in the bilateral and SAR programs; and

· enhancing the capacity of local/regional entities to use evidence for programming, learning, and adaptive management.

The activity is expected to be a five-year program with a budget of between USD $10-24.99M. This position is based in Lima, Peru.

High-level responsibilities

The COP will be responsible for overall management of the activity and will serve as its technical, administrative, operational and logistical lead. The COP will be J&A’s principal point of contact with USAID’s Peru and other SAR missions, senior governmental stakeholders, Civil Society Organizations, nongovernmental organizations and the international donor community at large. In this role, the COP will manage a strong and highly-capable technical and administrative team by providing leadership, supervision, mentoring and coaching as well as creating professional development opportunities for the activity team. In addition, the COP will be J&A’s official representative in Peru.

Qualifications

The ideal candidate has progressive experience leading development programs in Latin America and Peru with a demonstrated focus in the areas of local capacity building, institutional strengthening and support of local ownership and self-reliance initiatives. The ideal COP skill set includes outstanding diversity, intercultural and interpersonal skills. In addition, the candidate should be an expert in development and have a strong record of at least ten (10) years leading evidence-based development programs and/or activities with a strong focus on program design, program implementation and ME&L. The candidate’s formal training and past experience should include a deep understanding of strategic thinking and programing, institutional learning and strengthening, local capacity building, knowledge management and knowledge transfer. Further, the ideal candidate should have a strong grasp of and past experience in leading or participating in evaluations and studies applying quantitative, qualitative and/or mixed methods. The ideal candidate would also have documented experience in leading/implementing ME&L systems and managing programs using a CLA approach.

Professional level (i.e., C1-C2) Spanish and English language proficiency is mandatory. A post-graduate degree in relevant fields such as economic development, development anthropology or sociology, international affairs or international development, is highly recommended. Deep knowledge of USAID norms and regulations is strongly encouraged.
