Description
Organization: Kai Ming, Inc. is a non-profit 501(c)(3) organization that provides free full-day full-year and full-day part-year Head Start and Early Head Start services to eligible children ages 0-5 years old in San Francisco, CA with funding from Head Start, the California Department of Education, First 5 San Francisco and San Francisco Office of Early Care & Education.
Job Summary: We are a nonprofit agency providing comprehensive services to children ages 0-5 primarily from low income families. We provide education services, health nutrition services and family services all together. Our vision statement is Potential Has No Limits! And our mission is strengthening the community through nurturing children, supporting families, and promoting professional growth of staff.
Under Kai Ming, we have been piloting an early childhood education substitute teacher pool shared service program for the entire city called STEP (Substitute Teacher Empowerment and Placement). It's a non-profit program providing affordable staffing for childcare and promoting fair wages and professional development for teachers. As the need for early childhood education teachers is continuously growing, we need to hire more subs and bring in more partner agencies. We need someone who can own the entire coordinating process early on in the candidate experience and outreach process. The recruiting and outreach coordinator will work closely with the STEP program team and HR team to outreach, onboard, develop and maintain a positive relationship with internal and external stakeholders. He/she will work as an ambassador of candidate experience and customer service through the day-to-day work.

Report to: Human Resources Manager/STEP Program Director
Essential Duties:
Recruiting
  • Recruitment outreach through community job fairs, universities or colleges child development program and local community organizations
  • Establish relationship with local workforce development program
  • Continuously find ways and channels to advertise the STEP program and find people who might be interested in working in early childhood education field
  • Ensuring candidates have an amazing experience right from the beginning
  • Posting and refreshing well-edited job openings, internally and externally via job boards, niche job boards and career communities
  • Owning the logistics for the candidate experience (communication with candidates and scheduling on-site and phone interviews, etc. )
  • Manage and update candidate personnel records in our HRIS system in compliance of HR regulations
  • Work with all team members to continuously improve our recruiting processes
  • Enforce company policies, rules and regulations
  • Communicate all relevant information to employees and job applicants
  • Maintains HR records and files according to federal and state regulations for central office personnel as well as site level personnel
Outreach
  • Actively advocate the STEP program and reach out to early childhood education programs that might be interested in participating in the shared service model
  • Establish, maintain and continue to expand positive relationships with existing partnerships
  • Continue to explore new opportunities to expand the program
  • Plan, host and participate in various community outreach events and activities
  • Produce marketing/outreach materials such flyers, brochures and social media/web contents
  • Demonstrate strong follow-up and relationship-building skills with potential partners
Program Operations and Data Management
  • Work closely with STEP team to support existing substitute teachers for HR matters, technical assistance, professional development or any additional inquiries
  • Support the partner agencies with bookings, technical assistance, and ongoing support
  • Monitor the STEP online system and recommend and implement updates as necessary.
  • Oversee the collection and maintenance of substitute teacher and partner agency records.
  • Input, update and monitor the data in STEP backstage and Paycom (internal HRIS system).
  • Track and measure the effectiveness of recruiting and outreach efforts and prepare regular reports for STEP team
  • Other duties as assigned
Qualifications
Kai Ming is looking for an experienced professional who can attend to the recruiting needs of our growing organization.
  • 3-5 years of experience, preferably in recruiting, community outreach or marketing.
  • BS/BA Degree preferred
  • Bilingual in English and Chinese required
  • Excellent written and verbal communication skills
  • Customer service focus with a 'can do' attitude
  • Strong organizational skills
  • Strong attention to detail
