Summary of Functions

The Police Captain is responsible under the Direction of the Executive Director of Public Safety / Chief of Police to assist, plan, direct, and coordinate the activities of the Kalispel Tribal Police Department.

The Captain supervises, directs and assists the Police Sergeants to carry out the mission and responsibilities of the department including the successful implementation of police operations, investigations of crimes and Internal Affairs investigations.

Essential Duties and Responsibilities

  • Assists and develops, plans, and ensures the implementation of law enforcement, operations and services in response to community public safety needs.
  • Ensures department operations and policies are in compliance with Tribal and applicable Federal, State, and local laws and regulations.
  • Coordinates, administers, and monitors police personnel and reviews police reports and investigative files with Police Sergeants
  • Assists and participates in the development of the KTPD budget.
  • Oversees the selection, supervision, training, training records, development, and discipline of LE personnel.
  • Ensures that protocols and procedures are in place for the proper development and management of reports, investigative files, official records, and physical evidence.
  • Coordinates and prepares a variety of plans, reports, presentations, and records.
  • Provides consultation and advisory assistance to the Tribal Council and other tribal officials.
  • Participates in local and regional public safety initiatives.
  • Establishes and maintains effective working relationships with local, regional, and national agencies and jurisdictions.
  • Confers with Tribal and local officials and community groups, advising on strategies to advocate for needed changes in laws and policies and to encourage public safety awareness.
  • Assist or assume Incident Command of major incidents.
  • Participates in local, regional & national public safety related organizations.
  • Participates and assists in planning and organizing Community Policing activities.
  • Additional duties as assigned.
  • Coordinates Human Trafficking, Drug, and / or MMIW / MMIP Operations in conjunction with other federal agencies.

Supervisory Responsibilities

The incumbent directly supervises the Police Sergeants and other subordinates as required. The Captain is responsible to carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

Education

A Bachelor of Science Degree (BA) from a college or university in a relevant field and / or a combination of education and experience.

Experience

  • Five years of related management / supervisory experience is required; or an equivalent combination of education and supervisory experience in the field of law enforcement.
  • Must be a graduate of an accredited State or Federal Police Academy.
  • Direct experience in an organizational development role strongly preferred.

Skills

  • Demonstrated ability to exercise professional level supervisory, management and decision-making skills, working both independently and as part of a team.
  • Ability to solve practical problems and deal with complex variables in situations where only limited standardization exists.
  • Must have excellent communication and organizational skills with the ability to meet establishes objectives and timelines including the ability to write professional reports, business correspondence, and procedure manuals.
  • Ability to read, understand and interpret general periodicals, professional journals, technical procedures and governmental codes or regulations.
  • Ability to effectively present information to staff and to respond to public safety related questions from groups or individuals.
  • Ability to interpret and implement a variety of instructions furnished in written, oral, diagram, or schedule form.
  • A working knowledge of Microsoft office suite and internet software and the ability to utilize the same to produce reports and other correspondence is required.
  • Must possess a strong commitment to further the vision of the Kalispel Tribe and have the ability to effectively and sincerely work with elected tribal leaders and officials and the tribal membership.
  • Must successfully pass drug screening and Tribal Gaming Agency Level III background investigation.

Physical Demands

While performing the duties of this job, the employee is frequently required to stand; walk; sit; use hands to finger, handle, or hear and taste or smell.

The employee must regularly lift and / or move up to 25 pounds, frequently lift / or move up to 50 pounds and occasionally lift and / or move up to 175 pounds.

Specific vision abilities required by this job include close vision, distance vision, color, peripheral vision, depth perception and ability to adjust focus.

While performing the duties of this job, the employee is occasionally exposed to difficult or potential physically dangerous situations.

Workers may experience wet and / or humid conditions outside weather conditions; extreme heat and possible risk of electrical shock.

The employee is occasionally exposed to moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals;

extreme cold and vibration. The noise level in the field work environment may be usually loud.

  • This position requires frequent local travel and occasional of-of-town travel. This position occasionally requires work to be performed outside of general business hours, including, but not limited to, emergency calls, attending evening or weekend meetings / travel.
