* Salary can vary depending upon education, experience, or qualifications. Though this position is unclassified, pay is equivalent to classified Pay Grade 30, Steps 8-13.

Position Summary & Responsibilities

Position Summary:

Kansas Statutes authorize state funds to be used for both juvenile and adult community correctional services. The Accountant II will be responsible for financial administration, oversight and monitoring of KDOC comprehensive grants.

Job Responsibilities may include but are not limited to the following:

Plans, implements and maintains accounting procedures for state grants which are administered by KDOC.

These grants include:

  • KDOC Juvenile Division: Comprehensive Plan Grants (formerly known as State Block Grants e.g. Prevention and Graduated Sanctions).
  • KDOC Adult Community Corrections: Comprehensive Plan Grants and Behavioral Health Grants.
  • Reinvestment Grants.
  • Regional Collaboration Grants.
  • Juvenile Crime Prevention Grants (JCPG).
  • COMMORG Grants.

Serves as the primary contact person for all local agency fiscal officers (grantees) or staff with the responsibility of preparing financial reports for the above referenced grants. Consults with submitting local agency to correct errors or discrepancies. Answers inquiries from local agencies.

Assists in preparation of grant notification letters to local agencies for the director's signature, as needed. Distributes budget workbooks and instructions to local agencies. Assists agencies with use of the Amplifund grant management system.

Prepares and distributes annual fiscal workbooks and instructions for fiscal reporting requirements to local agencies.

Receives and reviews scheduled submissions for accuracy, completeness, deviation from budget and allowable use of funds. Requests explanations for budget deviations.

Reports all fiscal issues with local agencies to the Community Corrections Director and the Grant Specialist, providing recommendations for resolution of the issues.

Reviews and approves line item changes in accordance with rules and guidelines requested by local agencies.

Enters accounts payable vouchers in the SMART system to generate grant payments. Submits vouchers for KDOC approval. Notifies local agencies of check or ACH date and amount of payments.

On a regular basis, meets with the Grant Specialist to discuss concerns with local agency accounting and fiscal procedures.

In coordination with the Auditor II, develops and conducts annual training on accounting and fiscal procedures and requirements for local agency fiscal staff as well as provide technical insight on how to use the newly implemented grant management system.

Other duties as assigned to support Fiscal Division functions.

Qualifications

Minimum Qualifications:

Two years of experience in professional accounting/audit work. Education may be substituted for experience as determined relevant by the agency. Substitution: Bachelor's/Advanced Degree in Accounting.

Preferred Qualifications:

  • Ability to establish and maintain effective working relationships with representatives of other agencies and departments.
  • Advanced experience with and training in Microsoft Excel. Training must be documented by training certificates. Basic experience with Microsoft Word, PowerPoint and Access.
  • Ability to analyze and interpret financial information and to take the appropriate corrective action.
  • Experience and ability to detect and reconcile discrepancies in financial records.
  • Knowledge of generally accepted accounting principles (GAAP), practices and standards.
  • Knowledge of Kansas Municipal Audit and Accounting Guidelines (KMAAG).
  • Knowledge of budget and procurement practices and procedures. Knowledge of or experience with general ledgers and cash reconciliation.
  • Experience with the Statewide Management, Accounting and Reporting Tool (SMART).

Post-Offer, Pre-employment Requirements: Must possess and maintain a valid driver's license. Must pass a criminal history records check.
