Position Summary & Responsibilities:
Position Summary: Processes a large volume of payment vouchers, with a 1-3 day turn around, through the SMART system to vendors for expenses associated with 500 patrol vehicles and aircraft, such as repairs, parts, fuel, annual vehicle registration, and vehicle insurance. Processes payments for goods and services for the agency such as utilities, lease contracts, contractual services, commodities, and various other miscellaneous billings. The process includes ensuring receipts of goods and services prior to payment and the identification and resolution of billing discrepancies. Works closely with KHP purchasing staff to quickly resolve problems and ensure prompt payment of invoices.
Updates and maintains the Annual PO tracker with monthly payments, and makes recommendations for Purchase Order changes. Continually looks ahead making projections for the current and following fiscal year encumbrance balances.
Responds to various supplier inquiries; provides payment and check information.
Reviews monthly agency accounts ensuring all payments are being made and coordinates with the troops to get annual PR's entered into SMART for payment.
Annually, coordinates with the KHP facilities manager and the KHP purchasing staff on the submission of documentation for the renewal of agency real estate contracts. Other duties as assigned.

Qualifications:
Education: High School Diploma or GED equivalent.
Licensing & Certification: Valid Driver’s License.
Necessary Special Requirements: Ability to establish and maintain effective working relationships and ability to communicate effectively, verbally and in writing, with fellow employees and the general public. Proficient with Microsoft Windows and Excel software. Ability to perform basic mathematical calculations.
Minimum Requirements: One year of experience in professional accounting/auditing work. Education may be substituted for experience as determined relevant by the agency.
Preferred Qualifications: Knowledge of SMART system (PeopleSoft).
Post-Offer, Pre-employment Requirements: Must submit to and pass a thorough background investigation.
Ability to sit, walk, stand, stretch, twist, reach out with body, arms and legs; listen, comprehend, respond, speak clearly and concisely in person and on the telephone; repeatedly bend, stoop, lift lightweight materials up to 30 lbs, sit for long periods of time, move in confined areas, and perform repetitive motions with one or more extremity.
