Position Summary & Responsibilities:

Position Summary: Serve as the KHP liaison to the Kansas Legislature. Actively support the position of the agency with regard to pending legislation and educate members of the Kansas Legislature regarding the mission and capabilities of the KHP. Facilitate the tracking, review, and evaluation of all proposed legislation to determine whether passage would have any impact on KHP operations or public safety. Prepare or facilitate the preparation of any fiscal impact statements required of the agency. Research or facilitate data related to any statutory or legislative issues impacting the agency or public safety. Prepare or facilitate the preparation of agency position papers on legislative issues impacting the agency or public safety. Draft or facilitate the drafting of legislation supporting KHP operations or public safety. Draft or facilitate testimony and initiatives relating to KHP budget, operations or public safety. Present or facilitate the presentation of testimony on behalf of the KHP or in regard to public safety issues, to the Kansas Legislature. Research and prepare responses to legislative inquiries. Work cooperatively with the legislative liaisons of other state agencies, professional organizations as well as the Kansas Legislative Research Department, Legislators, and legislative staff members.
Coordinates the efforts necessary to research, develop and achieve a comprehensive program related to grants/alternative funding. Composes grant proposals and documentary support which includes a completion of all federal and state forms necessary to receive funds for the operations of the program. Develops and maintains procedures to monitor the progress of all federally subsidized projects in order to maximize the use of available federal funds and to minimize the lapsing of these funds. Submits grant applications to various federal and state agencies; stays abreast of federal and state laws, rules and regulations that relate to grant programs. Directs and evaluates on-going programs for compliance with grant conditions. Performs a variety of administrative duties. Composes and reviews grant proposal/applications, fiscal notes, statistical data, and develops other general correspondence. Develops short and long-range strategic plans including the allocation of resources, establishment of objectives, and strategies to accomplish objectives. Monitors and tracks progress of grant projects in assigned law enforcement programs; maintains regular contact with project administrators; maintains progress logs, status reports, and compliance records; prepares close-out reports on completed projects.
Conducts performance audits to evaluate progress of projects and reviews grant files and contract documents, completes monitor checklists, and prepares correspondence to grantees detailing area of non-compliance. Ensures all federal and state criteria governing the receipt of funds are met. Provides consultative, technical, and training assistance to the troops, divisions and command staff in the use of funds and the application of federal funding policy. Develop process methodology regarding grant practices, including how to identify appropriate grants, how to pursue grants, how to write grants, and how to manage grants. Stay abreast of data trends needed when writing grants consistent with the grant plan and establish a method for quickly accessing data when preparing a grant application.
Keeps abreast of all new federal and state laws, rules, and regulations that relate to grant programs. Ensures agency staff are informed of proposed and potential funding regarding its benefit to the agency mission and goals. Attends meetings at the state and federal levels that relate to the grant programs and fiscal ramifications. Advises staff on all matters relating to grant programs and prepares the necessary documentation to ensure the disbursement of funds. Serves as a technical expert and provides relevant training. Attends workshops, meetings, conferences, and seminars to gather and share information
Conducts policy reviews, research and draft or update policy as assigned by the Chief Administrative Officer. Facilitates policy development and interaction with the Executive Staff as needed. Completes special projects/duties as assigned by the immediate supervisor, troop commander, and executive command staff members related to the patrol's primary mission of traffic safety as outlined in the mission and goals statement.

Qualifications:

Education: High School Diploma or GED equivalent.
Possess a four-year degree with an emphasis in business or public administration, planning, criminal justice, law enforcement, safety, social sciences or closely related field. Experience in the specified educational areas may be substituted on a year-for-year basis for deficiencies in the stated experience as deemed appropriate by the agency.

Licensing & Certification: Valid Kansas Driver’s License.

Necessary Special Requirements: Knowledge of grant management systems to submit grant related reports and perform administrative functions as necessary. Knowledge of objectives, policies and procedures of law enforcement grant programs.
Ability to interpret, explain, and apply federal rules, regulations, and guidelines to grant programs. Must have skills and abilities to deal with people effectively on a daily basis in less than ideal situations. Excellent written and oral communication skills are mandatory. The ability to perform within a diverse work environment.
Time management skills are essential as is the ability to provide credible testimony before the Legislature and other bodies. Attention to detail and proof-reading skills are also necessary. Employee must display strong organization and communication skills and work well under pressure. Position requires incumbent to be knowledgeable of agency business, policies, procedures, and possess the ability to think conceptually.

Minimum Requirements: Two year’s experience in legislative procedures, legislative hearing proceedings, and grant writing and/or program management.

Ability to sit, walk, stand, stretch, twist, reach out with body, arms and legs; listen, comprehend, respond, speak clearly and concisely verbally and in person, including telephone conversations, bend, stoop, lift lightweight materials up to 30 lbs., sit for long periods of time, move in confined areas, and perform repetitive motions with one or more extremities, read a computer screen and perform data entry.
